Compensation and Livelihood Restoration Coordinator

Contact is recruiting for his client, Anadarko, the world's largest independent oil and natural gas exploration and production companies, with 2.86 billion barrels of oil equivalent (BBOE) of proved reserves at year-end 2014, a Compensation and Livelihood Restoration Coordinator, to be based in Maputo.

Duties
  • Reporting to the Resettlement Process Manager, will be a responsible for the coordination and oversight of the agricultural and fisheries resettlement compensation payment systems, the relocation of displaced households, the allocation of replacement land, asset survey and verification, and the agricultural and fisheries livelihood restoration programmes
  • The main tasks for this position include: input to the development of all preparatory documents for implementation of compensation and livelihoods restoration, including relocation of displaced households, allocation of replacement land and asset surveys
  • Assist with the preparation of SOW’s and TOR’s for all implementation delivery partners for compensation and livelihood restoration, including relocation of displaced households, allocation of replacement land and asset surveys
  • Coordinate, oversight and provide technical support and guidance for field implementation of compensation and livelihood restoration activities, including relocation of displaced households, allocation of replacement land and asset surveys
  • Ensure contractual and cost compliance of all delivery partners. Should also liaise and work closely with the Resettlement Process Advisor (RPA) and the Resettlement Compliance Coordinator (RCC)
  • In collaboration with the Field Implementation Management Team and the RCC develop scope of works and TOR’s for all compensation and livelihood implementation delivery partners, including relocation of displaced households, allocation of replacement land and asset surveys
  • Facilitate and provide input to the development of all preparatory and implementation documentation relating to compensation and livelihood restoration activities, including relocation of displaced households, allocation of replacement land and asset surveys
  • Supervise and support the Compensation and Logistics Field Coordinator (CLFC) and Livelihood Restoration Field Coordinator (CLFC) to implement all compensation and livelihood restoration activities, including relocation of displaced households, allocation of replacement land and asset surveys in line with the RP and the RP Implementation schedule
  • Work closely with the RCC to ensure effective oversight and monitoring of the compensation payment system and livelihood restoration programmes, including relocation of displaced households, allocation of replacement land and asset surveys
  • Work closely with the Resettlement Data Manager and the GIS and ISOMETRIX coordinators to ensure effective tracking of all project commitments in respect of resettlement, compensation and livelihood restoration
  • Ensure all relevant compensation and livelihood restoration documentation, household, community and inter-community agreements and household livelihood benefits and training are adequately organized and recorded as both hardcopy and electronic form in the project database
  • Attend weekly and monthly Resettlement Implementation Progress and Coordination meetings
  • Any other tasks as required by the Resettlement Process Manager
Requisites
  • Bachelor’s degree preferably with an Environmental, Social Studies or related field is required
  • Minimum of 5 years’ experience in Resettlement Compensation and/or Livelihood Restoration activities and implementation
  • Highly organized, motivated and committed professional
  • Effective communication skills – listening, verbal, written
  • Exemplary planning and organizational skills
  • Effective leader and resourceful team player
  • Ability to take on multiple assignments working to tight deadlines
  • Responsible and accountable working to high performance standards
  • Experience working on Oil and Gas projects in Africa is preferred
  • Fluent oral and written knowledge of English is required
  • Knowledge of Portuguese or Swahili language is an advantage
