PSI is recruiting a Compliance Officer (m/f), to be based in Maputo, Mozambique.
Description
- PSI/Mozambique is looking for a compliance officer who will work under direct supervision of the Finance Director. The selected candidate will work with all departments, ensuring that systems and processes are developed and adhered to in order to meet donor rules and requirements. He/she will also design or update internal policies to mitigate risk and to consistently maintain high standards. The candidate will also be responsible for financial monitoring of sub grantees
Duties
- Interpret and advise project staff on donor regulations and guidelines, project specific policies and PSI policies
- Develop associated procedures and standards pertaining to the specific requirements of the projects
- Liaise with PSI/Washington’s Grants & Contract’s Team for complex contractual management issues
- Ensure donor and PSI standards requirements are properly administered throughout project implementation
- Develops and strengthens the capacity of sub recipients in the area of financial management by planning and organizing regular trainings and other capacity building initiatives such as exchange visits to ensure that sub recipients acquire and maintain the skills required to manage financial resources provided by PSI and other donors
- Monitors sub grantees to ensure spending is within obligated budgets and the approved project periods
- Monitors the analysis and reconciliation of Sub Recipient grant liability balances on a regular basis to ensure advances and liquidations are managed in accordance with PSI policy and terms of the agreement
- Conduct periodic compliance and programmatic reviews and closeouts in coordination with the Grants & Contracts Department and Program Management Team
- Following organizational guidelines and procedures developed by the Grants and Contracts Department, evaluate risk and design relevant capacity building plans related to development of both PSI country office staff and subawardee capacity
- Support the Finance Director on budgeting, financial analysis and planning
Requisites
- Bachelor’s Degree in a related field (Finance, Accounting or Auditing)
- At least five years of increasingly responsible, related experience in award compliance oversight and management, with an emphasis on USAID contracting and procurement
- Demonstrated knowledge of donor standard terms and conditions
- Ability to write well, with attention to detail in order to compose reports, presentations, and emails in an organized, logical, and concise manner
- Experience responding to audit inquiries, working closely with external parties to ensure a high degree of compliance
- Prior work history adhering to donor rules & regulations
- Proficiency in English and Portuguese required
