WFP is recruiting a Consultancy for Industry Assessment, to be based in Maputo.

Background
  • Recognizing malnutrition as a serious problem, the Government of Mozambique developed the Multi-Sectorial Plan to Reduce Chronic Malnutrition (PAMRDC 2010-2015(20)). Improving the consumption of micronutrient-rich foods and mass fortification of staples is recognized as an important pillar for the reduction of malnutrition in PAMRDC (Strategic objective number 4). Support micronutrient supplementation, fortification and food-based strategies to address micronutrient malnutrition among vulnerable population groups in the short and medium term are the best solution to tackle malnutrition. Mass fortification of staples is thus an important strategy to improve the quality of diet of millions of Mozambicans. This program will make a substantial contribution to filling a nutrient gap in the daily diet of people which extends beyond low intake of iron to low intakes of other vitamins and minerals such as folate, zinc, and vitamin B12
  • In 2011, the EU decided to fund an initiative to accelerate the achievement of the Millennium Development Goals (MDGs) by around 2015. The Government of Mozambique has indicated food security and malnutrition (MDG 1c) \'Halve, between 1990 and 2015, the proportion of people who suffer from hunger \"as a priority and asked the three UN agencies based in Rome (IFAD, FAO and WFP - RBAs) to implement the initiative in Mozambique. WFP will complement existing initiatives under the national program for food fortification in order to accelerate fortification of staple foods in Mozambique. The program will focus on two main activities: ensure the success of mandatory fortification of wheat flour and vegetable oil as already planned and underway as well as expand the fortification to other vehicles, which have the potential to reach people who have less access to nutritious food in Mozambique, in particular by supporting the mandatory fortification of sugar, voluntary fortification of maize flour and cassava flour as well as support the launch of a fortified instant porridge. This will ensure that as many people as possible to be achieved. The Program will support assessments to define and support actions for mandatory fortification of sugar, maize and cassava which are largely produced in Mozambique
Purpose of The Consultancy
  • Assist WFP and the Government through the National Program of Food Fortification setting up sugar, maize and cassava flours fortification in Mozambique. To ensure that, the consultancy is:o assess the technological needs to kick-off sugar, maize and cassava fours fortification with the required vitamins and minerals in Mozambique, Identify and select fortification requirements for industry: equipment, premix requirements, QC tools and capabilities, QA/QC plans and training
Scope of the Assignment
  • Mozambique, unlike other countries in the SADC region, sugar and maize flours are currently not fortified and the legislation to support this is still to be approved. However, these are the commodities widely consumed and relatively easy to ensure mandatory fortification. A similar approach as to wheat flour and edible oil fortification currently being applied in Mozambique can be successively applied. The sugar and large scale maize flour manufacturers in the country are highly consolidated; hence fortification of all produce in the country can be achieved by working with the regulators on the fortification law as well as by supporting a few key players who produce the largest amount of these commodities in the country
  • A desk research will be carried out on food industry status, with focus on staple foods, and food fortification. The Consultant will perform technical visits to the industries covered in this project. The visits will be divided by region (South, Center and North), where each type of industry should be covered. Data will be collected from individual company visits and should include:
  • Ownership (private versus public), rated capacity versus utilization, product types, market information, product prices, number of lines at each of the sites, current or potential fortification equipment
  • Assess/advise if the feeders are suitable or require replacement, identification of the best location for the equipment and any additional mixing requirement. The food industry experience with dosing systems will also be included. identification of requirements to put all dozers on automatic control and location of the premix dosing system and any additional mixing requirement, quality control systems and equipment used, process control systems, training requirements for processors, suitability of storage area for micronutrients, premix needs. Procurement of raw materials and ingredients
  • Visit to food control authorities to assess and determine additional equipment, personnel and training requirements to monitor food fortification
Work Assignments/Tors
  • Under the supervision of Head of Programme, the consultant will be responsible for the following activities
  • Set up the detailed design and specification of equipment, fitting, and accessories required in the factories participating in the assessment
  • Develop a list of feeders and fortification equipment, premix requirements, Qc tools and equipment for implementation of the fortification program in the selected industries
  • Facilitate the preparation of tender documents needed for procurement and supply of the required equipment
  • Perform an impact assessment and fortification cost calculations, based on existing national data and data collected from industry
  • Provide any technical assistance requested by WFP in relation to food fortification process in Mozambique
  • Prepare reports /short notes for any of the above designated duties
  • Identify area(s) that need further assessment and additional studies
Qualifications or Experience Required
  • Advanced university degree in one or more of the following disciplines: Food Technology, Food Science, Food Engineering, Food Quality and Safety, and similar relevant discipline
  • At least 5-10 years of relevant professional working experience at the national and international level on fortification or nutrition
  • Significant experience in planning, monitoring and evaluation of food fortification related projects
  • Expertise on quality assurance and control systems, law enforcement and training
  • Experience in food industry (sugar, maize, wheat and edible oil) assessment
  • Knowledge of African context on fortification
  • Demonstrated experience in similar consultancies
  • Excellent communication, coordination and facilitations skills
  • Strong analytical and report writing skills
  • Fluency oral and written communication in English. Proficiency in Portuguese an added advantage
Estimated Duration of Contract
  • It is estimated that the assignment will require 40 working days expected to be completed between December 2014 and end-January 2015 (final dates to be determined). Refer to work schedule on the breakdown of the days for each component

  • Support Procurement Unit preparing tender documents needed for procurement and supply of the required equipment/materials
