Johns Hopkins University is recruiting a Consultancy of Gender Analysis (m/f), to be based in Maputo, Mozambique.
Description
  • Fighting Malaria with Social and Behavior Change in Mozambique (FMSBC) is a five-year USAID funded project with the joint goals of a) increasing the adoption and maintenance of key malaria prevention and treatment behaviors; and b) improving malaria social and behavior change capacity (design, implementation, and monitoring) by key malaria stakeholders including the Ministry of Health. FMSBC is focused in Nampula, Zambezia, Manica, and Cabo Delgado provinces. Key malaria behaviors of focus for FMSBC community activities include:
  • Correct and consistent use and care of insecticide-treated nets
  • Prompt and appropriate care-seeking for fever among young children
  • Early and regular antenatal care attendance
  • Acceptance of intermittent preventive treatment in pregnancy (IPTp), when offered; and
  • Acceptance of indoor residual spraying, when offered
  • Each of these behaviors, and indeed health in general, is impacted by gender dynamics. Thus, in order to ensure that FMSBC activities are designed, implemented, monitored and evaluated appropriately, there is a need to conduct a comprehensive gender analysis.
Objectives and Approach
  • The objectives of this gender analysis include:
  • Identify, understand, and describe gender differences in the context of the FMSBC project
  • Summarize relevant literature and existing reports regarding gender and malaria in Mozambique
  • Identify potential adverse project impacts and/or risks of gender-based inequalities that could result from FMSBC interventions and recommend actions to address such risks
  • In order to ensure FMSBC activities and monitoring/evaluation approaches reflect the needs and realities of men and women in project areas, it is expected that this gender analysis will include a comprehensive review of existing relevant literature, from peer-reviewed sources as well as technical and project reports in the FMSBC context. Relevant legal and governmental policies should also be reviewed and summarized
Scope of Work and Deliverables
  • The selected consultant will be responsible for the following activities that can largely be described as preparation, implementation, and reporting
Preparation
  • Finalize a work plan that incorporates the FMSBC team’s feedback and describes when and how the consultant will identify, review, and assess relevant gender literature. This review must take place between October and mid-November 2022 and take no more than 20 working days. A draft report of the gender analysis findings should be ready for FMSBC review and feedback by November 28, 2022
Implementation
  • Within the agreed timeframe, implement the literature review, and proactively engage with FMSBC’s Technical Director and other key personnel as determined by the Technical Director. This task includes adjusting the approach as needed based on feedback from the FMSBC team to ensure a comprehensive approach that reflects the gender analysis objectives described in Part II of this document
  • Participate in review meetings with the Technical Director and other key staff at least once per week (at discretion of the FMSBC Technical Director) to review progress and address any questions or concerns by the consultant or FMSBC team. It is expected that the consultant communicates any issues, unexpected events, or other concerns that occur during the review immediately to the FMSBC Technical Director
  • Send updates of gender analysis progress report at least once per week. If there is a scheduled call with the FMSBC team, please send progress updates at least 24 hours in advance of the weekly meeting
Reporting
  • Provide a report in English for FMSBC review within 14 days of the start date, describing all implemented activities. The report should include key findings from the review, as well as an annotated bibliography
Deliverables
  • Deliverables to be submitted by Consultant for review and approval by FMSBC include:
  • Final outline for Gender Analysis report, responding to the three objectives
  • Draft Gender Analysis in English report, responding to the three objectives, including recommendations for action
  • Final Gender Analysis report, including recommendations for action, in English, responding to FMSBC feedback on draft report
  • Bibliography listing the citations of each reviewed article/report/policy brief. This is preferably in a reference management software such as RefWorks or EndNote
  • Annotated bibliography summarizing essential information from each reviewed article/report/policy brief
  • Findings from this activity will be used to develop FMSBC’s Gender Action Plan and inform work planning and activity implementation, monitoring, and evaluation
