DAI SPEED is recruiting for a Consultancy Services to Conduct a Feasibility Study on the Establishment of a Green point/Agribusiness Help Desk at MADER for the USAID SPEED Project, to be based in Maputo, Mozambique.
Description
- The USAID SPEED Project is seeking a mid-level consultant, for a total of 30 days from March to July 2024, with knowledge of the agriculture sector and experience in feasibility analysis. The consultant will particularly conduct a technical, financial and operational feasibility study for the establishment of an agribusiness help desk at the Ministry of Agriculture and Rural Development (MADER). The consultant will engage with agricultural businesses (including associations), government institutions, and other key stakeholders
Duties
- Main tasks:
- Provide insights about what is blocking private investment in agriculture, what type of support the private sector in the field needs, and how to boost the sector by supporting partnerships between national and foreign investors and public and private partnerships
- Conduct a market research to understand the demand for services offered by the agribusiness help desk
- Evaluate the technical, financial and operational feasibility of an agribusiness help desk/green point at MADER that identifies technical challenges, as well as financial and operational sustainability, including social and environmental impacts
- Identify key stakeholders and partners to gauge the potential for collaboration
- Develop a road-map for the establishment of the help desk
- Key Deliverables:
- A data-backed report that identifies the gaps, needs, constraints and feasibility for the establishment of a help desk in English and Portuguese
- A concise report that outlines the necessary steps to establish the agribusiness help desk written in English and Portuguese
- PowerPoint presentation on the above in English and Portuguese
Requisites
- Bachelor’s degree in economics, agricultural science, rural development, or any other relevant field required. Advanced degree (Masters) preferred
- Profound knowledge of the agriculture sector in Mozambique
- Relevant experience in feasibility analysis and action-plan development
- Ability to effectively manage and deliver technical assistance on time and within budget
- Experience working on USAID-funded projects is preferred
- Excellent organizational, technical and communication skills with a willingness to take initiative
- English and Portuguese knowledge are required
