Oxfam is recruiting a Consultant for a research study on Petroleum Sector Governance in Mozambique 2010-2020 (10th anniversary reflections on gas discovery in Mozambique) (m/f), to be based in Maputo, Mozambique.
Description
  • Mozambique is on the brink of an important political-economic transformation. Starting in 2008, global mining companies made major coal finds in mineral-rich Tete Province. This was followed in 2010 by an even more significant development: natural gas reserves estimated at 150 tcf (the fourth largest in the world) were found in the Rovuma basin off Cabo Delgado Province in the north of the country. A large number of licences have been awarded to companies from the world over and they are now prospecting across Mozambique. The potential of these finds and the ongoing search for further mineral wealth is staggering. This momentous growth of the extractive industries is part of a wider process happening across much of sub-Saharan Africa, and in East Africa in particular. From the eastern DRC and Uganda to Kenya and Tanzania, several states across the region are experiencing dynamics similar to Mozambique’s that will impact greatly on their economies, political life (including relations between the state and society) and international relations. In the case of Mozambique, this is deepened by the fact that its reserves, especially in the gas sector, are world-class and its revenues set to dwarf all non-EI flows, including international development aid
  • The crucial matter raised by this resource boom is whether it can be placed at the service of broad-based development for the country as a whole as well as the regions where these resources are being extracted. When it comes to the impact of resource wealth in developing countries, it is an overstatement to speak of a “resource curse”. Decision-makers presiding over cash-rich states have agency over policy and a number of experiences across the world show that revenues from the EI can be put to good use. However, the last four decades of EI development present a strong correlation between poor governance outcomes and weak states with limited capacity and political freedom. The experiences of Sub-Saharan African states in particular have been disappointing, with only Botswana making consistent use of its mineral revenues for poverty alleviation and institutional consolidation. The most prevalent outcome has been continuing poverty for the masses, even if small groups of insiders benefited significantly. It is in this context that an international humanitarian organization with over 20 years’ experience working on extractives in the world seeks the services of consultants to help analyze the petroleum sector in Mozambique since discovery in 2010
Overall Objective
  • On the occasion of the 10th year anniversary of Mozambique gas discovery, the key objective of this research is to analyze and reflect on the governance of oil and gas in Mozambique since discovery and to investigate whether it is leading to either socioeconomic development. By so doing, the research will act as a learning resource for government, donors and other non-state actors on the political, technical and human capital adjustments necessary to improve the next decade of oil and gas development in Mozambique
Duties
  • The consultant(s) will be expected to accomplish the following tasks:
  • Analyze the trajectory of gas development in Mozambique since discovery- highlighting gaps and opportunities to protect and promote broad based development; - Identifying relevant policies, legislation and programmes that support gender equality and youth leadership and participation in the governance of the petroleum sector in the country
  • Who are the most influential actors and stakeholders in the sector? What are the formal/informal roles of these players and how has it affected policy and practice in the sector?
  • What is the critique and history of reform and intervention efforts in the sector? How does this history affect stakeholder perceptions and practice?
  • What are the values, capabilities and incentives structuring the state and its apparatus, leadership, private sector, academia and other players?
  • What are the ideas, lessons and strategies for enhancing a favorable policy and regulatory environment to support transformational development of petroleum resources in Mozambique?
Deliverables
  • Expression of interest indicating how the consultants propose to carry out the tasks with timelines, the methodologies, the rationale, budget and expected results
  • Draft report that will be shared with the contracting authority
  • The final research report
Budget
  • A maximum budget of 40,000USD is the ceiling for proposals
Requisites
  • The study shall be carried out by consultant (s) that shall have the following skills and competencies: At least a master’s degree Petroleum Economics, Law, Social Science, Political Science, Development Studies, Economics or other relevant disciplines
