CONTACT is recruiting a Contractor Social Performance Officer, to be based in Pemba, Mozambique.
Duties
- Reporting to the Social Performance Vice President, the main activities of the function are to execute with the involvement of key internal and external stakeholders, the annual (52-week) contractors social and economic - development plan that provides guidelines and technical advice to company construction managers;
- Monitor the initiatives under contractors social performance, ensuring adequate reports are done, issues are communicated according to the company framework, and corrective actions are in place; contribute to capturing bottlenecks, improvement opportunities, and lessons learned related to the - contractors contractor social and economic development performance procedure
- Ensure field-level awareness and understanding of contractor social and economic development performance requirements as defined in contracts by working with C&P (contracts & procurement) to review contracts and compile a database of contractor social management requirements
- Ensure that grievances related to construction contract footprint are correctly registered on the grievance framework based on IFC performance standards/World Bank - IFC and extractive industries procedures
- Work with contractors to ensure awareness, understanding, and capacity to address social and economic development performance requirements
- Design and delivery of social and economic development performance training modules for contractors; implement Systems to ensure contractors are meeting obligations
- The system will identify key drivers of social risk – location, geography, community interface, workforce, etc. – to prioritize activities; perform site visits, standard checklist, and site visit completion
- Working with contractors to implement corrective actions when gaps in SED performance are identified; act as the primary point of contact between construction contractors and the social performance team
- Undertake routine monitoring and evaluation of construction contractors’ social and economic development programs; reporting on contractor social performance on a daily, weekly, monthly, quarterly, and semi-annual basis, as required
- Review IP (implementing partners) reports and guide to achieve the objectives established in the SOW (Scope of Work) – on contractors socioeconomic Performance procedure; implement continuous improvement based on Lean methodology in social performance and cross-cutting functions; keep the institutional memory stored and updated
- Implement contractor social and economic development performance verification framework; implement contractor social performance monitoring and assurance framework; manage the construction contract socio and economic impacts and risks framework; manage the construction contract social license to operate
Requisites
- Bachelor’s degree in economics, social science, rural development, and similar areas
- Minimum of 5 years’ of relevant working experience, preferably combining Social and Economic Development with Contracting & Procurement
- Effective communication in Portuguese and English
- Mozambique Northern Languages proficiency will be an advantage
- Requires a detailed understanding and experience of qualitative data collection and experience in the supervision of qualitative data collection
- PMO skills on a cross-cutting environment
- Familiarity with global industry best practices for environmental and social performance, requirements, and guidelines
