Description
- Program Goals: The primary goal of this program is to generate rapid, sustained, and broad-based food security and economic growth in the agricultural sector, with an emphasis on youth engagement, entrepreneurship, and technology adoption
Duties
- Responsible for overall administration, management and performance of program operations
- Provide leadership and design activities that achieve program objectives and results targets
- Assume program budget and financial accountability
- Ensure compliance with all Winrock International and USAID policies and procedures
- Work to be performed:
- Work with target groups/cooperatives/associations, private sector businesses, universities, extension, research, agribusiness and other agricultural related agencies and youth enterprises to identify potential assignments, conduct needs assessments and prepare scopes of work; as necessary, train additional program staff in these activities
- Supervise personnel and activities for the field component including travel to field sites as required
- Train, mentor and evaluate field staff and their performance
- Ensure that program staff have the skills and resources to collect accurate and timely baseline and project impact information following USAID and Winrock guidelines
- Promote, organize and facilitate the program in coordination with Program Director and supporting staff at Headquarters
- Coordinate the activities of the program at the project sites and supervise personnel and activities for the field component of the program
- Develop strategic partnerships to leverage other public and private sector resources and ensure project success
- Supervise selection of host/partner organizations and development of scopes of work to ensure the program will meet its results targets, including targets and strategies for youth engagement and gender equity
- Prepare country project descriptions, work plans, budgets and reports as required by USAID, and Winrock for the timely implementation of the program
- Act as program representative and liaise, as necessary, with local institutions, agribusinesses, farmer groups and government officials as necessary to maximize effectiveness and avoid duplication of effort
- Coordinate and supervise STTA logistics and movement in the project areas
- Accompany technical assistance providers during their assignment implementation, when necessary, and work as interpreter and local resource person, and ensure safety and security
- Conduct program assignment evaluations/impact assessment as required
- Prepare semi-annual reports, annual reports and other technical reports
- Review monthly financial reports and wire transfer requests sent to the Winrock HQ at Little Rock, Arkansas, US and operate the official bank account as the signatory
- Conduct Financial and program audits as per the requirement of local laws, Winrock and USAID
- Perform other duties as necessary
Requisites
- Master’s degree or higher in Agriculture, Business, Finance or Natural Resource Management is preferable
- At least 10 years of work experience in project management, agribusiness, finance, or youth engagement
- Proven experience managing USAID-funded projects or similar projects preferred
- Computer/IT: Candidate must be fully able to work with MS Office- Word, PowerPoint and Excel
- S/he must also be able to manage program data and documents
- Fluent English is a prerequisite
- Strong oral and written communication skills
- Willingness to work flexible hours including weekends and travel to remote regions as needed
