Country Programme Manager

Skillshare is recruiting a Country Programme Manager, to be based in Maputo.

Job Purpose
  • To develop a high quality volunteering and development programme in Mozambique, working with both new and existing partners to ensure that our interventions are aligned with their identified needs
  • To generate funding for Skillshare International programmes in Mozambique, through producing and submitting high quality project proposals to bilateral and multi-lateral donors, trusts, foundations, governments, corporates and individuals in Mozambique, either directly or through Skillshare International UK or specified partners
  • To undertake the day-to-day management and implementation of all aspects of Skillshare International’s programme in Mozambique To develop and promote the work of Skillshare International through our volunteering, development partnerships and Coaching for Hope programmes
Duties
Programme Development
  • Identify and evaluate potential programme areas
  • Identify any resource needs or other barriers to the potential success of the placement or project
  • To monitor progress of our work in accordance with project objectives, placement objectives and Memorandum of Agreement with our partners
  • Prepare documentation using the partnership systems, progress reports for projects, and other monitoring mechanisms (including International Citizen Service M&E Tools)
  • To submit periodic reports, including statistical information, on the programme to the Programme Director to submit periodic reports, including statistical information, on the programme to the Programme Director
  • Produce the quarterly and annual reports on all programme issues
Budget and Finance
  • To lead the development of the annual budget for the Mozambique programme
  • To manage the overall income and expenditure budget for the Mozambique programme and related activities
  • To participate in the preparation of budget projections and budget reviews and to ensure the timely delivery of financial reports, including monthly management accounts and project financial reports and audits
  • To manage the assets of Skillshare International and ensure they are kept safely and meet legal requirements
External Relations
  • To promote the work and activities of Skillshare International in Mozambique
  • To develop and participate in the planning and implementation of Supporters activities and events
  • To promote the work of Skillshare International through contributing to development of newsletters, press releases, pamphlets and banners
Other
  • To undertake such other duties within the grade that may from time to time be necessary
Special Conditions
  • The postholder will be expected to travel on a regular basis throughout the country in which they have programme responsibility and may from time to time be asked to travel out of country as necessary
  • This post involves the possibility of working outside normal office hours, including emergency callout. There will also be periods away from home
Contacts
  • Maintain regular working links with the appropriate staff in the UK office on matters relating to the Volunteer programmes, project development and implementation and fundraising
  • Establish and maintain regular contacts with other international development agencies and NGOs doing similar work, corporate donors and government agencies
Accountability
  • The post holder will be line managed by the Programme Director –Southern Africa Supervisory Responibilty
  • The post holder will be responsible for line managing staff allocated from time to time to the Mozambique office
Other
  • To undertake such other duties within the grade that may from time to time be necessary

Requisites
Essential
  • An understanding of developmental issues
  • Formal Qualifications in any two of the following areas: health, education, environment, economic empowerment, food security, HIV and AIDS
  • Experience in project development, and proposal writing skills
  • Experience in fundraising locally, regionally and internationally
  • Good communication, interpersonal and counselling skills
  • Excellent spoken and written English and Portugese
  • Experience of working with people from different cultural backgrounds
  • Demonstrable basic skills in the use of personal computers for word processing
  • Sympathy for the purpose and values of Skillshare International and understanding of Skillshare’s Equal Opportunities policy and willingness to abide by it
  • A full driving licence
Desirable
  • Training skills
  • Experience of working with volunteers, preferably in a development environment
  • Demonstrable skills or experience in carrying out research
  • Experience of preparing and implementing expenditure plans in accordance with budgets
