Country Representative

AIHA - American International Health Alliance

The American International Health Alliance (AHA) seeks a country representative to lead its HIV/AIDS Twinning Center projects in Mozambique.

The incumbent will work closely with AIHA’s program staff, partners, and M&E associates to implement program activities, including administration, budgeting, and reporting. S/He will be in close contact with partners and will coordinate communication, travel logistics, and programmatic activities in Mozambique, and will work under the direct supervision of the Twinning Center Director and with guidance from the program officer in Washington.

Duties
  • Lead implementation and monitoring of the HIV/AIDS Twinning Center Program in Mozambique to achieve programmatic, financial, and administrative goals while ensuring that project resources are utilized in accordance with donor and AIHA policies and procedures
  • Manage and monitor all aspects of the Twinning Center/Mozambique programs, from the development of work plans, M&E plans, and reports to the analysis of budgets, pipelines, and procurements
  • Serve as liaison to HRSA, CDC, other donor agencies, as well as to the general public regarding AIHA’s Twinning Center programs in Mozambique
  • Supervise staff in AIHA’s office in Mozambique, including the Assistant Administrative and Finance Officer and any other staff deemed necessary to support AIHA Twinning Center programs effectively in-country
  • Provide logistical support to local partners to facilitate the ongoing development of projects and activities of twinning partnerships
  • Develop/write quarterly reports (in English) based on thorough review of partnership quarterly reports and other and program information
  • Create systems for monitoring program implementation, as well as communication channels with AIHA partners and staff
  • Assist AIHA partners and potential partners with any questions, needs, or situations that may arise with regard to program implementation, while keeping all relevant AIHA staff informed
  • Provide accurate reporting and communication on all program activities, including the Twinning Center Monthly Report, PEPFAR Annual Report, PEPFAR Semi-annual Report, and any other reporting requirements; release information about programs to partners and other stakeholders on a regular basis
  • Disseminate information internally regarding AIHA activities and ensure that relevant information on partnership progress is communicated to all involved AIHA staff, funders, and partners
  • Act as an information source on AIHA partnership policies, procedures, and program administration guidelines as appropriate
  • Respond to inquiries from internal and external sources about AIHA programs
Requisites
  • Degree and/or postgraduate degree in social science and/or health with minimum of 3-5 years work experience in health-related programs
  • Extensive program management experience
  • Experience working with United States Government programs, and thorough understanding of USG regulations and PEPFAR reporting requirements
  • Excellent leadership skills in order to manage partnerships, as well as the ability to mobilize resources to ensure that program activities are implemented in accordance with work plans
  • Experience developing and managing multi-million dollar budgets and supervising financial staff
  • Proven ability to drive and implement multidimensional projects with the participation of various stakeholders
  • Ability to develop and maintain close relationships with relevant stakeholders
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Access)
  • Excellent verbal and written communication skills (a written assessment will be given during the interview process)
  • Self-starter and strong multitasking and problem-solving skills, with the ability to work independently as well as in team environment
  • Must be very dependable and detail oriented
  • Personal and professional maturity and good judgment
  • Knowledge of public health, in particular HIV and AIDS programs
  • Fluency in English, Portuguese, and local Mozambican languages and culture
  • Must be willing to travel up to 25%
