WFD is recruiting a Country Representative, to be based in Maputo (with possible occasional travel), Mozambique.
Description
  • Westminster Foundation for Democracy (WFD) is a public body sponsored by the UK Government responsible for supporting the establishment of effective multi-party democracy in developing countries
  • Since 1992, we provide training, technical support and enable the exchange of knowledge between the institutions of the UK and those of partner countries
  • WFD works in partnership with UK political parties and parliamentary, electoral and civil society institutions. We are implementing programmes in over 30 countries, through a global network of over 26 local offices
  • WFD is the main organisation to train and deploy UK election monitors to European Union and OSCE/ODIHR election observation missions. More information can be found on www.wfd.org
  • The Mozambique Country Programme (Financial Oversight):
  • WFD has an established programme in Mozambique which is focussed on strengthening the Parliament of Mozambique’s financial oversight role. The programme is doing this through building the Parliament’s capacity to conduct effective oversight, hold the Government to account and provide financial advice through the Parliament’s Unit for Economic, Financial and Budget Studies
  • Business and Human Rights work:
  • WFD has been working with partners on the development of a context sensitive baseline tool for the extractives industry and related security sector in line with international Business and Human Rights (BHR) standards.WFD has engaged national and international experts in the development of the tool and developed the capacity of local Mozambican experts from the Mozambican Bar Association (MBA)’s Human Rights Commission and its technical staff on the use of the BHR baseline tool
  • ‘Advancing Inclusive and Accountable Democracy in the Commonwealth’ Programme:
  • WFD is the lead implementer of this global programme which will run – led by WFD London - from 2018-2019. This programme has two objectives: (i) greater inclusion through women’s political empowerment and greater political engagement of young people, persons living with disabilities, people from religious minorities, and the LGBT+ community; (ii) greater accountability through more effective and transparent parliaments and better financial oversight, including through stronger Public Accounts Committees
  • WFD is looking to recruit an experienced and flexible Country Representative to lead WFD’s Mozambique Country Programme, develop WFD’s work on Business and Human Rights and work on WFD’s ‘Advancing Inclusive and Accountable Democracy in the Commonwealth’ Programme, as required
Duties
  • The Country Representative for Mozambique will have responsibility for management of WFD’s programming in Maputo. The post-holder will play a key role in the design of new programmes, planning and implementation, through to transition/end of project, as well as budget management, monitoring and evaluation
  • The Country Representative will line manage all other country staff and will be the main point of contact in-country, leading our relationships with key stakeholders and growth
  • The post holder will be expected to contribute to development of future business opportunities and to WFD’s wider work in the Africa region
  • The Country Representative will also be responsible for working on WFD’s ‘Advancing Inclusive and Accountable Democracy in the Commonwealth’ Programme, leading any future work in Mozambique and supporting other regional and international initiatives, as appropriate
Requisites
  • Educated to at least degree level in a relevant discipline such as political science, law, social development, public administration or international relations desired. Significant (10+ years) experience would be considered in lieu of an academic qualification
  • Thorough knowledge of the Mozambique political environment
  • Solid experience of working on good governance and democracy with a track record of supporting national and/or local government institutions
  • In-depth understanding of legislative framework and process
  • Thorough understanding and experience of financial management and numerical competency
  • Significant experience of gathering and consolidating information for monitoring and evaluation purposes, including using innovative methods of documenting programme impact
  • Proficiency in English and Portuguese
  • Significant experience of producing programme reports with analysis and documentation of outcomes and programme learning in English
  • Significant experience of fundraising and business development with institutional donors
