Chemonics is recruiting a Decentralized Drug Distribution to Private Pharmacies System Manager (m/f), to be based in Maputo, Mozambique.
Duties
Overall responsibilities
  • The DDD PP project System Design Manager will work with and assist the NHAP, CMAM and IP’s to Implement and expand the Decentralized Drug Distribution Private Pharmacies in Mozambique to critical to enhance convenience for clients and improve patient retention and adherence to ART
  • The Specialist manage the team that provides technical assistance to USG, NHAP, CMAM and other key stakeholders as appropriate and leads/assists in the Plan, Develop, Implement, evaluate and improve an innovative decentralized ART distribution model, through the private & semi-private sector Pharmacies in Mozambique according to the approved work plan and PEPFAR vision for this activity
Specific responsibilities
  • With EPIC and PEPFAR team, develop the ideas and set of options for the decentralized ART distribution model through the Private sector Pharmacies – concept model. Engage the MoH, in-country PEPFAR team, Implementing Partners and other key stake holders. Participate in the the steering committee/Technical Working Group and operational team
  • Oversee the DDD Private Pharmacies PSM implementing team and activities
  • Develop the Control Tower/management Team model in coordination with the MoH and Key stake holders
  • Maintain the development of the DDD PP training materials provided by EPIC project
  • Develop, implement and oversee the Helpdesk and support materials and strategies
  • Support the SOP development and to translate the system continuous improvement
  • Support the MIS team to develop the information system to support the DDD PP
  • Develop, implement and oversee the hardware and network needs including the airtime
  • Develop, implement and oversee the reporting systems to Health Facilities, DPM/DPS, CMAM/MoH and PEPFAR
  • Develop, implement and oversee the M&E, KPI reporting and the continuous improvement system
  • Develop, implement automation processes between patient management systems (iDART and OpenMRS) and the DDD PP tools
  • Train, implement and oversee the ARV dispensing in the selected
Private Pharmacies by ensuring
  • Training the Private Pharmacies teams to dispense and register the ARVs
  • Implement the information system, hardware and connectivity
  • Connect the Private Pharmacy with the Heath Facilities network
  • Connect the Private Pharmacy with the DPM team and 3PL provider
  • Connect the Private Pharmacy with the Support team and Helpdesk
  • Develop, implement and oversee the distribution and transportation process with a 3PL by ensuring:
  • Training the DPM team to manage the DDD PP reporting and distribution cycle
  • Support the resupply decisions and ARVs levels per Private Pharmacy
  • Implement the information system DPM to support overseen the DDD PP in the Province
  • Support the 3PL transportation process order management
  • Connect the DPM with the Support team and Helpdesk
  • Assist the DPM in all the support needed to ensure a seamless Private Pharmacies ARVs resupply
Support the ARVs visibility in the DDD PP, supervisions, audits and inspections processes
  • Maintaining the reconciliation system from DPM to the Private Pharmacies
  • Maintaining the reconciliation system from Private Pharmacies to the ART patients
  • Maintaining the reconciliation system from Private Pharmacies to Health Facilities
  • Ensuring the NID reconciliation with Health Facilities and patient/NID picks periods
  • Support the continuous assessment and selection of new Private Pharmacies for the DDD PP network
  • Represent PSM at meetings, trainings and workshops for DDD
  • Produce routine and ad-hoc reports for PSM as required
  • Contribute to the annual PSM work planning process for drug management activities, including contributions to the M&E and PMP plans
  • Undertake other reasonable tasks as assigned by PSM to strengthen HIV/AIDS logistics
Requisites
  • Pharmaceutic sciences degree, public health and private pharmacy experience is preferred
  • At least 10 years of experience in medicines and health commodities logistics systems, experience on ART dispensing models and Provincial warehouse management
  • Knowledge in logistics management electronic management systems, is preferred
  • Proven writing, editing and presenting skills are essential
  • Experience working on a USAID or donor-funded project i.e. required
  • Fluency in Portuguese and English
  • Substantial expertise’s in MS Excel and reporting skill are indispensable
  • Supervision: Decentralized Drug distribution to Private Pharmacies System Manager will report directly to the Director of Forecasting, Supply, Distribution and Planning. Decentralized Drug distribution to Private Pharmacies System Manager supervises the Decentralized Drug distribution Adviser to Private Pharmacies System Adviser
