Care International is recruiting a Deputy Country Director - Programs (DCD-P), to be based in Maputo, Mozambique.

  • The Deputy Country Director - Programs (DCD-P) position is based in Maputo and reports to the Country Director (CD). The DCD-P is responsible for ensuring that CARE's long-term development and emergency programs in Mozambique contribute to CARE International's vision of "a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security"
  • The DCD-P is expected to provide strategic leadership in the areas of resource mobilization, program strategy development and implementation, monitoring and evaluation, program quality, advocacy, institutional development and organizational strengthening of partners. The DCD-P will lead CARE Mozambique's transformation process from an "implementor of projects" focused on service delivery to a "facilitator of social change" using rights based and gender transformative approaches, in close collaboration with civil society partners. The DCD is responsible for creating a culture of learning and reflection so that organizational knowledge is used to develop innovations and continuously improve program strategies, quality and impact
  • They manage a team of (currently 8) professionals based in different locations and works in close collaboration with the Deputy Country Director, Program Support to ensure proper operational and financial management and that all program staff are working closely and interdependently with colleagues from program support, including Finance, Administration and Human Resources They work closely with and is supported by the program units at regional and CARE International HQ levels
  • The DCD is a key member of the Country Office Senior Management Team and as such is responsible for leading and supporting a range of Country Office (CO) initiatives. They are responsible for, along with the Country Director (CD), maintaining good working relationships with host government officials, donors and other partners. They lead in the development and management of relationships with Civil Society partners. They may be required to become Acting CD when the CD is out of the country
Duties
Staff Management
  • Provide supervision, management and coaching for all direct reports and lead the establishment and functioning of a strong, effective and coordinated Program team
  • Oversee the recruitment and orientation of new senior program staff
  • Programme strategy and development
  • Lead the preparation and implementation of the overall CO Program Strategy in line with the CO's Strategic Plan, national development plans, the CARE International (CI) vision and programming principles and current CARE programming priorities
  • Seek strategic partnerships necessary to promote CARE's vision and programming principles and ensure that those partners understand the COs program strategy
  • Lead the development, regular updating and implementation of an emergency preparedness plan and ensure that disaster risk management is integrated in all CARE long term programs
Programme management, operations and implementation
  • Ensure that qualified staff and appropriate policies, procedures and systems are in place to properly manage CARE's programs/projects
  • With support from the program support team, ensure proper management of financial and other resources entrusted to CARE's program and projects, including the review and approval of program/project budgets (including project matches) and the monitoring of budget reports (including the proper recording of matches)
  • Ensure donor and government reporting is done according to agreed upon standards and in a timely manner
  • Work closely with units in Program Support (finance, administration, HR, etc.) to ensure proper coordination exists for efficient program implementation and compliance with donor regulations
Reflective practice and learning
  • Ensure that the CO program remains dynamic, with opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective practice and learning at all levels
  • Establish mechanisms for knowledge sharing and learning between projects and programs within the CO and with parties beyond the CO
  • Ensure that lessons learned are consolidated and used to inform ongoing and future practices
Requisites
  • Masters Degree in relevant field
  • 7 years in a senior management position in the development field
  • At least three years' experience managing USAID and EU supported projects
  • Excellent understanding of socio-economic development and poverty eradication strategies
  • Demonstrable experience of at least three years managing multi-million dollar portfolios
  • Proficiency in written and oral Portuguese (or willingness to learn Portuguese) and English
  • Program Development and Management
  • Demonstrated capability in raising funds from bilateral and multilateral donors
  • Demonstrated proposal writing and report writing skills
  • Demonstrated experience in leading strategic and operational planning
  • Demonstrated leadership and management skills in a very complex international setting
  • Experience in rights based approaches to development
  • Experience in Institutional Development and Organizational Strengthening of CSOs
  • People/Relationship Management
  • Demonstrated leadership and interpersonal skills
  • Ability and interest to coach and develop staff
  • Experience with performance management
