Pathfinder International is recruiting a Director of Finance, to be based in Maputo.

Duties
General
  • The Director of Finance is responsible for ensure full compliance with all applicable USAID and other donor rules and regulations and for ensuring the application of sound financial and admin management procedures by Pathfinder and all its vendors, contractors and sub recipients
  • Oversees the Finance Group
Compliance
  • Directs all aspects of accounting and function, in accordance with generally accepted accounting principles and grant requirements and ensures the maintenance of accounting records of PI/Mozambique
  • Orient project Directors provincial Coordinators on funding codes, forecast, activities allocations and prepare MOR per Projects
  • Makes site visits to monitor compliance with the financial and administrative requirements of sub-grants
  • Leads efforts to improve compliance
  • Ensures compliance with Pathfinder policies and procedures in all transactionsMonitors transactions to ensure compliance with all applicable laws, regulations and rules through the effective use of the review and approval process
  • In collaboration with the DOP, keeps track of new laws and guidelines that come out from the Mozambican government, and updates PI/Mozambique senior management of those changes
  • Keeps custody of financial documents like contracts and sub-agreements
  • Reconciles the MORs with the monthly financial reports forwarded from HQ, and identifies and resolves discrepancies by the monthly close date
  • Provide inputs on local contract management issues, including assurance of financial compliance
Budget and Reporting
  • Prepares annual OIN budget in consultation with the CR and program people
  • Ensures that OIN budget for PI/Mozambique is submitted to HQ in compliance with deadline
  • Prepares monthly financial reports comparing actual expenditures with budget, and submits them to the CR and other senior staff
  • Increases support to program people in budget preparation
  • Elaborate financial report for donors with assistance from HQ
Advances and Payment
  • Directs processing of all payables ensuring payment vouchers are complete and correct, properly authorized, availability of funds verified, and made by due date
  • Oversees all advances received from HQ and other donors and ensures compliance with rules and procedures as it relates to the disbursement and settlement of funds
  • Ensures that all receivables are tracked and collected on a timely basis
  • Oversees the processing of TEVs for in-country and international travel within 30 days of the completion of the trip
  • Ensures that all documents are marked with a "PAID" stamp
  • Ensures that surprise cash counts are made at least once a month
  • Ensures advances are not issued for staff with outstanding advances
External Audit
  • Provides documentation, information, explanations, and assistance to the auditors and facilitates their audit work and, provides management response to audit findings
  • Prepare plan of action to respond to audit findings and ensure its implementation for improvements
Supervision
  • Supervises people working in his unit
  • Makes annul performance evaluation of staff in his unit
  • Maintains the integrity and confidentiality of all Pathfinder records and information entrusted to him at all times
Others
  • Be a member of the senior management team
  • Assists the Country Representative, as assigned
Requisites
  • Possesses a BA degree from a recognized university in accounting, finance, business administration or its equivalent (Advanced degree preferred)
  • A minimum of six years’ experience in financial management for public health NGOs or related projects, three of them at a managerial level
  • Ability to work well with people from diverse cultures, communicates effectively, and analyzes accounting data reports
  • Experience with U.S. government contracts and/or federal procurement regulations desirable
  • Experience in training/orienting sub-grantees in U. S. government policies and regulations
  • Knowledge and experience in fund accounting desirable
  • Strong communication and interpersonal skills
  • Ability to work independently and as part of a team
  • Attention to detail and ability to prioritize
  • Ability to maintain confidential information
  • Experience with computerized accounting necessary
  • Computer skills in Microsoft Excel, Microsoft Word and PowerPoint preferred
