MMEMS is recruiting a Director of Finance and Administration, to be based in Maputo, Mozambique.
Description
- The Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS) project provides on-theground support on performance monitoring, data verification, impact evaluation, output, and environmental compliance of USAID/Mozambique activities; The MMEMS main office will be based in Maputo, field offices will be based in Quelimane and Nampula
- Position summary: The Director of Finance and Administration (DFA) will supervise the financial and administrative support team and logistics and other support staff
- She/he will report to the Chief of Party (COP); She/he will work closely with field project staff (including field offices) and MSI’s home office (HO) staff to ensure smooth and compliant implementation of MMEMS project
Duties
- Ensure that all financial and administrative actions are taken responsibly, ethically, prudently, and consistent with USG and MSI policies and procedures
- Manage MMEMS Administrative Staff across all three project offices, under the direction of the COP and in coordination with MSI HQ
- Execute, or delegate with appropriate supervision, the following tasks: Provide financial analysis to the COP and HQ, as required, including expenditure analysis and targeted accountability analyses
- Process payments for MSI local staff (salary payments, employee benefit payments, tax reporting, medical insurance, etc.)
- Complete and provide all financial reports on a timely basis
- Provide all data and backups for the MSI financial reports
- Ensure all activities have proper approvals (admin, logistic and financial)
- Oversee human resources management, compliance with local laws and practices and updating report any organizational chart changes, point of contact and any changes to the team structure to MSI HQ
- Serve as the Security Coordinator for MMEMS, Maintain close relationship with MSI Global Security department
- Work with the MSI Home Office to produce reports and gather necessary documentation for all contract‐related issues pertaining to procurement, travel and finance
- In the spirit of team collaboration, assist, as possible in keeping with completing other tasks, in other areas to balance workloads, such as assisting with editing English documents, compiling reporting documents, etc., when needed
- Ensure all work is performed professionally and ethically while promoting a cohesive, positive working environment
Requisites
- CPA or Master’s Degree in Business Administration, Chartered Accountant, Finance, or related field
- Minimum 10 years of experience in finance and administrative management in Mozambique
- Demonstrated and proficient experience using Excel and QuickBooks
- Experience with making salary deductions and payment to the proper authority
- High degree of maturity and ability to work collaboratively with multiple partners and vendors
- Experience managing staff in multiple locations
- Experience with USAID-funded project preferred
- Skills and experience which demonstrate the potential for assuming greater responsibilities and duties, above and beyond those listed herein
- Proficiency in written and spoken English is required
- Ability to travel to regions outside of Maputo
