Oxfam is recruiting an Emergency Food Security and Vulnerable Livelihoods (EFSVL) Officer (m/f), to be based in Macomia, Mozambique.

- Contract: 7 months contract-upon donor grant confirmation
- Job Purpose: To provide effective and efficient management of the Food security and nutrition activities and technical aspects of EFSVL in development program and emergency context in line with Oxfam policies and procedures
Duties
- Manage, within delegated areas of responsibility, the day to day implementation of Emergency Food Security and Vulnerable Livelihoods relief and early recovery projects; including beneficiary identification and registration, relief distribution, and other project activities
- Support programme, project and especially partners’ teams in developing and applying appropriate monitoring, verification, evaluation and learning (MEAL) tools in relation to Oxfam’s EFSVL work in Mozambique
- Increase partner participation, design quality capacity building plans for partners, and facilitate a true partnership with those with whom we work
- Encourage mainstreaming of gender into livelihoods early recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/awareness raising activities and incorporating gender data in program monitoring and design
- Identify capacity needs of partners and/or country programme staff and develop training, capacity building activities to meet their needs develop (or adapt existing) guidelines and training materials
- Actively participate in monthly financial review meetings to plan and monitor the budget expenditure, review procurement and spending plans, and ensure funds are spent within the time frame acceptable to Oxfam and the donor and ensuring rules and regulations of Oxfam are adhered to
Requisites
- Bachelor degree in Social Sciences, Agriculture, Economics and Business, or other discipline relating to food security and livelihoods. Experience managing food security/livelihoods programmes may substitute for formal qualifications
- Two to three years’ experience in food security, livelihoods, or community mobilisation work
- Experience and knowledge of Livelihoods asset protection and recovery activities in emergency and post-emergency situations
- Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning
- Proven computer competence and conversant with data management (spreadsheets)
- Experience in conducting food security and livelihoods assessment and data analysis, and capacity to contribute to response analysis and overall programme design discussions
- Proven ability to be flexible in demanding solutions, including the willingness to travel (in sometimes challenging environments) at short notice over the course of the role
- Clear understanding of, and commitment to, the aims and objectives of Oxfam and humanitarian protection standards and Oxfam Codes of Conduct, the Sphere Minimum Standards, gender, equity and diversity principles
- Strong oral and written communication ability in English and relevant local language, and computer literacy
- A mature and professional attitude and approach. Capacity to build and maintain relationships with diverse stakeholders including government officials, external agencies, and community representatives
