Working in partnership with Caritas Mocambicana and Caritas Xai-Xai, the Emergency Response Officer (ERO) will manage all aspects of the response to the current flood crisis in Gaza Province Mozambique with the best possible efficiency and effectiveness.
Working with partners is central to CAFOD’s humanitarian response and the ERO will play an important role in improving and developing the capacity of partners in responding to the flood crisis by providing support, knowledge and building long-term capacity. All roles undertaken by the ERO will have the aim of achieving peace, security and recovery in accordance with CAFOD’s mission and values.
Duties
- Oversee the implementation of the flood crisis response in Gaza Province to SPHERE standards
- Support Caritas Xai-Xai and Caritas Mocambicana to collaborate, plan and negotiate with government officials to fulfill humanitarian needs
- Develop, document, and implement written protocols and standard operating procedures for Caritas Xai-Xai in its response
- Establish and maintain a regular system of project monitoring and evaluation
- In coordination with the Regional Finance and Admin Manager and Regional PDFO, ensure adequate budget monitoring
- Conduct and coordinate ongoing needs assessments, surveys and studies to inform project evolution
- Ensure the timely submission of technical and activities report from partners and from field personnel
- Timely and accurate proposal and report writing in accordance with CAFOD requirements
- Support capacity building of Caritas Xai-Xai with systems development
- Conduct regular monitoring site visits related to timely and technically correct implementation of response activities
- Provide expertise and capacity to respond to new and ongoing humanitarian crises with the potential of placement to other locations if required
- Identify opportunities for scaling up CAFOD‟s humanitarian work
- Support the work of the Humanitarian Funding Team in the development of proposals for institutional funding and reporting to donors
- As appropriate, and in conjunction with the CAFOD Mozambique Country Office, facilitate visits from CAFOD Management staff and or donors to the flood response project
Requisites
- Educated to degree level OR equivalent professional experience in a relevant field
- Due to the emergency nature of the posting, the post holder is expected to be flexible and take on any other relevant tasks as required by their line manager
- Previous experience in a humanitarian programme environment overseas OR in more than one humanitarian context
- Experience of flood response
- Experience of managing ECHO contracts
- Experience of working in Mozambique
- Good analytical skills, skills in review of documents and report writing
- Fluent in written and spoken English and Portuguese
