Consultores HODI is recruiting an Environment Advisor, to be based in Maputo, Mozambique.
Description
  • Consultores HODI is a Consultancy firm based in Maputo, specialized in Project Management and Procurement Services for clients from private sector, public sector and NGOs. Since 2017 Consultores HODI is managing the Field Support Services (FSS) project for the Canadian Development Program in Mozambique. The objective of the FSS Project Mozambique is to provide support, both with Technical Specialists for the various development areas and with logistical and administrative support
  • The Environment Advisor will provide services to the Canadian Development Program and will work from HODI’s offices in Maputo. S/he will report directly to the FSS Project Manager and will work with the Development Officers at the Canadian High Commission
  • To provide technical advisory services to the Canadian Development Program
  • A Consultancy contract of approximately 100 days for the duration of 1 year will be offered, with option of renewal based on performance and required services
  • Canada’s Development Program in Mozambique:
  • Canada has been an active development partner in Mozambique, in line with Canada’s Feminist International Assistance Policy (the Policy), Canada is putting gender equality and the empowerment of women and girls at the heart of its international assistance to contribute to the achievement of the 2030 Agenda for Sustainable Development
  • Canada’s Approach to Integrating Environmental Considerations in Mozambique:
  • As part of the Government of Canada’s commitment to sustainable development, an environmental integration process is applied to Canada’s international assistance, which involves the integration of environmental sustainability as a crosscutting theme in all efforts. This process includes an environmental analysis of proposed policies and programming initiatives and the integration of appropriate environmental sustainability considerations in their design, implementation, monitoring and evaluation. This process also aims to ensure that Canadian international assistance investments do not result in significant adverse environmental effects in accordance with the Canadian Environmental Assessment Act (2012) and that Strategic Environmental Assessments are undertaken and applied in line with the Cabinet Directive on Environmental Assessment of Policy, Plan and Program Proposals
  • Expected Deliverables:
  • The technical services will be provided through analysis of Mozambican government documents; review of programming proposals and implementation plans; intelligence gathering; monitoring of results, including validating them through field visits; participation in government, donor and civil society/academic meetings and literature reviews
Requisites
  • Must be eligible to work in Mozambique (Valid permanent residence permit or citizenship certificate)
  • Must have a minimum of a Bachelor’s degree in environment-related area
  • The applicant must possess excellent English and Portuguese language skills Working knowledge of French is considered an asset
  • Minimum of four (4) years of development work experience as an environmental technical expert/advisor, including at least two (2) years of experience in a developing country
  • Minimum of two (2) years of experience undertaking and/or formally reviewing environmental impact assessments in programming
  • Experience providing environmental (including climate change) technical advice and support on complex international development programs and projects in one or more of the following areas: gender equality, health, education, economic development, and/or governance
  • Experience in producing research and analysis
  • Experience engaging in technical fora and policy dialogue on environment and climate change issues and programs with development partners and officials would be an asset
  • Knowledge of environment and climate change adaptation and mitigation issues, challenges, needs, opportunities and entry points in the country, as well as on Mozambique’s environment policies, regulations, strategies, and priorities
  • Capacity to prepare written gender-sensitive environmental monitoring reports and provide written environmental and climate change analysis and comments on program/project proposals, expected results frameworks and implementation plans, monitoring and progress reports and evaluations
  • Knowledge of and ability to apply results-based management to program/project design, implementation, monitoring and evaluation
  • Capacity to proactively identify environmental issues relevant to the Canadian development program using a feminist lens
  • Capacity to work collaboratively in teams, including with local project partners and stakeholders, and independently with minimal supervision
  • Strong skills in teamwork, networking, coordination and intercultural communication
  • Proven ability to communicate effectively in a professional context in English and Portuguese, both verbally and in writing
  • Ability to work in French would be considered and asset
  • Basic Computer skills such as Microsoft Office, internet searches and e-mail
