Feed the Future Value Chain is recruiting an Environmental Compliance Advisor - Consultant, to be based in Maputo, Mozambique.
Description
  • Level of effort: 30 days (10 days core support to Inova team; 20 on demand for activity implementation)
  • Period of performance: October 2018 to 30 September 2019
  • Place of work: Remote, with several trips within Mozambique
Duties
  • Develop a brief curriculum and conduct a training (length to be proposed by the consultant, but this is currently envisioned at no more than one day) on environmental compliance field monitoring requirements and best practices on USAID-funded activities, with a special focus on fertilizers, pesticides, and harmful agricultural practices. (2 days)
  • Provide guidance to the FTF Inova Partnership Manager on the development of the FTF Inova annual project-level EMMP. (2 days)
  • With the FTF Inova Communications Manager, develop two or three short agro-chemical safety one-page information sheets that FTF Inova can provide to its partners. (2 days)
  • Provide ad hoc guidance and recommendations on safety requirements of various pesticide inventory lists carried by agro-enterprises in Mozambique. (2 days)
  • Provide ad hoc guidance to FTF Inova activity environmental compliance reviewer on complex threshold determination questions and/or activity EMMP development. (2 days)
  • As-needed tasks in support of project activities (TBD, 20 days)
Deliverables:
  • Set of training topics for FTF Inova staff on pesticide compliance and environmental monitoring and USAID environmental regulations
  • 2—3 informational one-pagers on agro-chemical safety
  • Inputs to FY2019 project-level EMMP
  • Other deliverables as determined at the on-demand activity level
Requisites
  • A Master’s degree or Higher in Agronomy, Engineering, Chemistry, Environmental Science, or another field related to Environmental Compliance
  • At least 10 years of overall professional experience in a relevant field (agriculture, engineering, and/or international development)
  • Significant practical experience with U.S. Government Regulation 216 and USAID environmental compliance requirements, and specifically in developing and applying initial environmental evaluations (IEEs), EMMPs, pesticide evaluation reports, and safer use action plans (PERSUAPs), and/or other USAID environmental compliance documents
  • At least 2 years of cumulative experience personally providing direct field environmental monitoring of activities to ensure compliance with local, international, or professional environmental regulations or codes
  • Thorough knowledge of Integrated Pest Management (IPM) and Good Agricultural Practices (GAP), especially in the context of smallholder agriculture in African countries
  • Familiarity with the USAID/Mozambique PERSUAP
  • Demonstrated experience with ensuring compliance with the Government of Mozambique’s pesticide importation, testing, storage, use, disposal, and registration regulations, laws, policies and procedures
  • Working proficiency in Portuguese and English, and availability to make several short (one week or less) trips in and around Mozambique
  • Preferred:
  • Demonstrated experience working with developing private-sector businesses to develop practical, sustainable solutions to human safety and environmental concerns in their practices and infrastructure
  • At least 5 years of experience applying the USG Reg. 216 environmental compliance standards to USG-funded agricultural activities in developing countries
  • Deep familiarity with the fertilizer and pesticide products available in the Mozambique market, in particular with respect to the USAID/Mozambique PERSUAP
  • Demonstrated experience providing training on environmental compliance topics to the staff of varied national and discipline backgrounds
  • Full native or native-equivalency fluency in Portuguese; and a consultant based in Mozambique or the southern African region is strongly preferred
