TechnoServe is recruiting an Environmental Compliance Officer (m/f), to be based in Nampula, Mozambique.
Description
  • The United States Agency for International Development (USAID) in Mozambique funds the five-year Feed the Future Mozambique Promoting Innovative and Resilient Agriculture Market Systems Activity (FTF Premier)
  • The FTF Premier activity will facilitate the development of an inclusive, resilient, and sustainable market system to boost agriculture-led economic growth in the Nacala corridor of northern Mozambique. The activity will use a market systems approach and will create opportunities for vulnerable, women and youth in the agricultural sector to increase income and engage in business activities. FTF Premier will do so by:
  • Enhancing access to finance across sectors for the rural poor and SMEs
  • Enhancing risk mitigation management
  • Building the capacity of smallholder producers and agribusinesses
  • Increasing incomes for smallholder farmers
  • Establishing strong and transparent relationships between actors
  • Expanding employment and entrepreneurship opportunities, especially for youth and women
  • Position Overview’s: The Environmental Compliance officer will assist FTF Premier to perform an initial Environmental Examinations (IEE) to all FTF Premier activities, assess environmental impact for field activities that will be supported by FTF Premier and develop simple environmental monitoring and mitigation plans for the same activities (activity environmental mitigation and monitoring plans (EMMPs)) and conduct simple environmental monitoring. The Officer will also provide guidance on more complex environmental compliance documents, such as the annual project-level environmental mitigation and monitoring plan (project EMMP), and activity EMMPs for more complex environmental issues. Additionally, when called for by activity EMMPs, the Officer will provide more targeted support for specific activities, particularly the ‘grant agreements’ activities that take place in the context of FTF Premier´s partnership agreements. In this sense, the officer will work closely with agricultural firms through MEL
Duties
  • The main duties of the Environmental Compliance Officer are
  • Assure compliance of the FTF Premier activities and grants with USAID Environmental compliance regulations and documents like the PERSUAP
  • Perform Initial Environmental Examinations (IEE) of FTF Premier’s annual work plans and develop and update annual Environmental Mitigation and Monitoring Plans (EMMP)
  • Assess all grant proposals on its environmental impact, develop IEEs for each grants proposal and determine mitigation measures if any using the EMMPs
  • Support the FTF Premier team with Environmental compliance and the use of the PERSUAP
  • Develop information materials on the PERUSAP and EMMPs for FTF Premier grantees and partners
  • Strengthen capacities of FTF Premier staff, grantees and partners on Environmental Compliance, EMMPs and PERSUAP
  • Assure the Environmental Monitoring of the FTF Premier activities and the grant implementation
  • Work closely with the MEL team to develop indicators in line with the whole project framework and incorporate into the EMMP monitoring plan
  • Produce monthly and quarterly EMMP progress reports for the FTF Premier program and for each individual grant that is under implementation
  • Regularly communicate with USAID to understand reporting needs in regards to environmental issues and prepare those reports when needed
  • As-needed tasks in support of the project activities
Requisites
  • Preferably a Bachelor’s degree in Environmental studies, agriculture or a related field, plus at least three years of experience in a commercial or international project setting or a master’s degree with one-year experience
  • At least 5 years of professional work experience with environmental compliance in agricultural develop and environmental mitigation planning and monitoring is required
  • Proven experience with USAID’s environmental compliance and monitoring requirements is required including PERSUAP and EMMPs
  • Experience with advising and training on environmental compliance
  • Strong compliance skill and attention to detail, with minimal supervision, be able to prioritize and manage a high volume work flow
  • Excellent written and verbal communication skills and relevant computer software skills with proficiency in Microsoft Office (Excel and Word)
  • Fluency in Portuguese and proficiency in English are required
  • The successful candidate will have a strong commitment to personal integrity
  • Prefer candidates of Mozambican nationality
