UNHCR is recruiting a Field Security Associate (m/f), to be based in Pemba, Mozambique.
Description
  • The recently increased violence in the province of Cabo Delgado, Mozambique, has resulted in the displacement of more than 300,000 IDPs. Mainly nine out of 16 districts in the province have been affected by an armed conflict. Violent attacks against civilians and protection incidents have been consistently reported, while the burden on the IDP host communities has been increasing. Humanitarian organizations, including UNHCR have been requested by the Government of Mozambique to address the needs of IDPs and host communities alike
  • On 20 August 2020, UNHCR declared L2 emergency for Cabo Delgado to ramp up the operation’s response capacity including staffing. The situation is escalating and expectations from the RC/HC, UNCT and other stakeholders on centering protection within the humanitarian action to respond to the crisis in Cabo Delgado are high
  • One year and half after tropical cyclone Kenneth, the humanitarian situation in Cabo Delgado province continues to deteriorate, with insecurity and violence, leading to significant displacement and disruption of livelihoods and basic services. The wave of violence intensified in late 2019, causing internal displacement of even those already affected by natural disasters. The first half of 2020 witnessed as many attacks by the non-state armed groups (NSAGs) as in all of 2019. The most pressing issues are violence and human rights violations towards civilians and concerns with overcrowding in homes hosting the IDPs
  • The Field Security Associate for Pemba reports to the Field Security Officer and is responsible for:
  • Providing assistance to the supervisor in evaluating the level of risk and assessing the existing security measures for the UNHCR staff, operations, premises, partners and persons of concern
  • Conducting regular security assessment missions to the field as required in coordination with UNDSS/other agencies
  • Monitoring and supervise the guard force in accordance with relevant UNSMS policies and guidance
  • Assisting in the processing of administrative security issues
  • Providing security briefings and training to UNHCR staff, and as appropriate partner staff, on relevant security issues
  • Performing other related duties as required

Duties
  • Provide assistance to the supervisor in evaluating the level of risk and assessing the existing security measures for the UNHCR staff, operations, premises, partners and persons of concern
  • Conduct regular security assessment missions to the field as required in coordination with UNDSS/other agencies; gather and analyze information about the security situation during field missions
  • Be aware of security protocols and procedures in place in accordance with the UNSMS policies, UNHCR
  • Policies and the, Security Risk Management process for the designated area
  • Conduct checks for compliance and advise management on any deficiencies
  • Monitor the physical security of UNHCR premises and reports on deficiencies
  • Monitor and supervise the guard force In accordance with relevant UNSMS policies and guidance
  • Assist UNHCR Protection Colleagues in efforts to ensure the physical protection and security of refugees and other persons of concern
  • Provide support during implementation of security-related projects
  • Assist in the monitoring, updating and reporting of security-related events
  • Assist in the processing of administrative security issues
  • Maintain relations and cooperation with UN security management system actors, local law enforcement agencies, civil authorities and other relevant agencies
  • Provide security briefings and training to UNHCR staff, and as appropriate partner staff, on relevant security risk management processes and measures for the country concerned to include security situation updates, , the warden system, communication notification and reporting procedures, travel planning procedures road air and fire safety
  • Respond to staff queries on security issues and provide immediate assistance as required
  • Provide security-related advice to the manager and other staff
  • Maintain liaison and build relationships with Host Government Security Forces and security counterparts
  • Perform other related duties as required
Requisites

  • For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher 3
