Finance & Administration (F&A) Manager

MCSP/JSI Mozambique is recruiting a Finance & Administration (F&A) Manager, to be based in Maputo, Mozambique.

Duties
  • Control the preparation of vouchers and checks for all staff salaries and related expenditures, ensure that all payments are supported by documentation as required by JSI and USAID regulations and are allocated to the appropriate project and cost category
  • Manage funds at local bank account, including balance monitoring, daily transaction posting and reconciliations, and approve expenditures in accordance with JSI and donor procedures, cost principles, and regulations
  • Prepare monthly cashflow projection for home office, liaising with technical and operations teams to accurately capture upcoming expenditures, and monitor field office expenses to ensure adequate funds for ongoing expenses
  • Prepare and submit monthly financial and other administrative reports to the JSI home office
  • Contribute to preparation of monthly and annual income and tax reports/payments based on Government of Mozambique fiscal policies
  • Manage JSI’s project financial and administrative systems, including the use of QuickBooks software
  • Oversee procurement of all equipment, supplies, and design in compliance with USAID regulations
  • Provide asset/property management and inventory control
  • Develop a system for managing all financial documentation according to local law
  • Work closely with the Program Support and F&A staff at Headquarters (HQ) in terms of planning, managing, providing routine monitoring and oversight, and communicating about program financial and budgeting issues
  • Support JSI/MCSP Team in planning and budgeting for the JSI/MCSP-supported activities, and
  • Act as primary lead payroll functions and as fiduciary for JSI in country
  • Adapt and integrate JSI’s and MSCP’s financial, administrative, and personnel manuals for use by the Mozambique program
  • Manage the recruitment and orientation of JSI staff in applicable JSI policies and procedures
  • Act as JSI point person for personnel management actions
  • Ensure that all program operations, activities, and financial transactions are compliant with USAID, MCSP, and JSI rules and regulations as well as with tax laws and other government regulations
  • Pre & post contract management, monitoring, tracking, and administration
  • Ensure adequate insurance coverage to safeguard project personnel & equipment
  • Other tasks as requested by the COP
Requisites
  • Bachelor’s in finance, accounting, business, or related field with a minimum of 6-7 years direct work experience in financial and administrative management with an international development organization in Mozambique
  • Proven expertise in financial management, accounting and administration, including automated financial systems, financial planning and reporting, and management and establishment of internal controls
  • Knowledge of USAID rules and regulations
  • Demonstrated ability in analyzing financial documents, projections, expenditures, and accruals
  • Advanced skills in Microsoft Excel and experience using Quickbooks a requirement
  • Strong interpersonal, communication and presentation skills
  • Strong organizational skills and ability to manage multiple tasks with competing deadlines
  • Good verbal and written English communication skills
