Finance and Administration Director

Feed the Future Value Chain

DAI is recruiting for Feed The Future Value Chain a Finance and Administration Director, to be based in Maputo, Mozambique.

Duties
  • The Finance and Administration Director will oversee the daily financial operations and management of the program, including cost reporting and tracking
  • He/she will manage the strategic programming of funds and provide recommendations on the overall financial management of the project
  • Maintain, regularly update, and analyze the project budget, including regular and accurate reporting to USAID and DAI
  • Direct and monitor the management of cash and other assets to ensure integrity and efficiency in the use of financial resources for operational needs
  • Implement and monitor sound policies regarding liquidity and solvency with the Chief of Party (in consultation with DAI) and take the necessary steps to ensure the financial health of the project
  • Ensure the project is in compliance with all tax liabilities as well as tax and duty exemptions the project may be eligible for as a USAID implementing partner
  • Establish or verify the establishment and strict implementation/updating of a sound internal control system and take the appropriate personnel actions against any violation of the system
  • Oversee financial and accounting systems controls and standards, ensure that financial internal controls are sufficient and “best practice” such that cash management processes are secure, all the data is valid and that financial reporting is reliable, timely and accurate
  • Ensure adequate audit trails are in place for all transactions, including monthly reconciliation of cash and banking records
  • Conduct regular internal audit of financial transactions, make recommendation and implement follow-up actions
  • Advise Chief of Party on any budget irregularities or potential fiscal problems and act to promptly resolve these issues
  • At all times, take action to protect the project against fraud, and request audit or police investigations and judicial action against any person involved in criminal action against the organization
  • Carry out other finance duties as assigned by the Chief of Party
  • Administration and Management: Responsible for providing training, guidance and direction to project Accountant, Procurement Officer, and Regional HR and Operations Manager
  • Responsible for gaining comprehensive knowledge of project’s Field Operations Manual (FOM) and for identifying areas where policies, procedures and/or practices may not be fully aligned with local practice and advising project management with options and recommendations
  • Responsible for coordinating documentation requirements with various departments, i.e. procurement, grants, logistics, Human Resources, inventory management, technical/delivery and other areas before final payment of vendors;
  • Responsible for providing training to staff on procedures and documentation requirements
  • Implement or authorize the implementation of hiring and other human resource management actions according to established policies and procedures and foster the development of a working environment of high ethical standards and morale, as well as mutual respect, understanding, trust, and cooperation among all staff members
  • Encourage the participation and creativity of the staff in matters related to improving the effectiveness and efficiency of the organization and their job performance and job satisfaction
  • Conduct performance evaluations of direct reports and verify that other supervisors also perform evaluations of their staff in a timely manner according to established procedures
  • Supervise the day-to-day performance of direct reports and provide them either directly or indirectly with the technical and administrative support that they require in increasing and maintaining high productivity; In addition, ensure that other supervisory personnel are managing their team members in an effective and efficient manner
  • Ensure that procurement is at all times conducted in accordance with USAID regulations and DAI Procurement policies
  • Ensure complete transparency of tenders conducted
  • Ensure that procurement process is properly recorded and supported with relevant documentation
Requisites
  • B.A. Degree in Accounting, Finance, Business Administration or equivalente; Advanced degree MBA, CPA or equivalent preferred
  • 10+ years of relevant experience and progressive responsibility in finance and accounting, office administration, project operations at the mid-level of an organization
  • Minimum 5 years’ experience managing USAID funded projects
  • Experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations
  • Accuracy in working with large amounts of data
  • Experience supervising staff
  • Ability to respond effectively to the most sensitive inquiries or complaints
  • Experience with enterprise accounting software, and Microsoft office suite
  • Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc)
  • Demonstrated report writing skills in English is required
  • An articulate individual who possesses excellent communications and personnel management skills and who can relate to people at all levels of an organization
  • An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
  • Verbal and written fluency in English is required
