Global Alliance for Improved Nutrition is recruiting a Finance & Contracts Manager, to be based in Maputo, Mozambique.

  • This is a key role that is responsible for the sound financial management of the GAIN Mozambique office and its donor portfolio, ensuring that GAIN meets all local regulatory and donor compliance requirements. A significant part of the role will be related to the SUN Business Network (SBN) project, funded by DFID and tasks will include:, due diligence of potential partners, budget monitoring and forecasting, support the management of the SBN investment fund and prepare financial reports to the donor (DFID)

Duties

  • Oversee monthly closing, ensuring all transactions for the month are recorded accurately and deadlines set by GAIN headquarter are met
  • Supervise the finance department and ensure financial transactions are recorded in line with GAIN’s requirements in a timely fashion
  • Maintain the GAIN Mozambique accounting system (QuickBooks) and review balance sheet account reconciliations and journals prepared by the finance assistant. Ensure that the GAIN Mozambique office has appropriate cash on hand for the programmatic activity; review and submit fund requests to GAIN HQ in line with the agreed schedule
  • Ensure adherence to the finance manual (including procurement) and that relevant sections are understood by all employees, executing agencies and consultants
  • Oversee the proper monitoring of GAIN’s funds and assets which are transferred to EAs (Executing Agencies) for the implementation of GAIN programs including due diligence of sub- contractors and third parties
  • Actively support project managers to manage their project budgets including the DFID SBN budget. Attend monthly budget review calls with the International Finance team
  • Prepare financial reports and forecasts as required by DFID (supported by GAIN International Finance team)
  • Support project managers with the preparation of GAIN internal budgets and forecasts
  • Provide technical support to the management of the SBN investment fund. Prepare monthly reconciliations and cash flow reports
  • Ensure preparation and availability of statutory financial records (e.g. income tax return and statutory accounts) and tax compliance and compliances relating to foreign grants
  • Ensure accurate and timely release of salary and other payments to staff. Oversee the changes in salary and maintain the consistencies with HR records at headquarters
  • Regularly liaise with the International Finance team in London to ensure internal reporting and compliance requirements are met
  • Ensure contracts are correctly prepared, executed and stored and that local, internal and donor requirements are met
  • Responsible for coordinating with local banks and maintaining favorable relationship and terms, opening and closing accounts where necessary
  • Secure the proper filling and storage of all financial records
  • Reports to Mozambique Country Director
  • Line manages the Finance Assistant and Admin Assistant
  • Supports the Mozambique Project Managers, including the SBN Lead
  • Regularly engages with the International Finance team in head office
  • Regularly engages with the Global SBN team in head office and the Director, Business Partnerships & Alliances
  • Works closely with the legal team in head office on contracting and compliance issues
Requisites
  • Strong financial and accounting background, with a solid understanding of financial investment models
  • Good understanding and appreciation of the role that private sector investment can play in international development
  • Understanding of legal and financial compliance requirements for contracts
  • Strong written and verbal communication, including presentation skills
  • Self-motivated and capable of working autonomously and delivering to tight deadlines
  • Excellent attention to detail, analytical skills and problem solving skills
  • Strong internal and external collaboration, diplomacy and negotiation skills
  • Strong project management skills
  • Ability to adapt and work within a multicultural, multilingual and multidisciplinary environment
  • Experience of working in the private sector or in the development sector with private sector engagement
  • Experience in working with international donors is desirable
  • Experience in working in Mozambique and in an international environment is a plus
  • Experience working with QuickBooks accounting software would be beneficial
  • Proven track record of developing and maintaining financial systems and processes
  • Experience working across sectors to support the delivery of complex projects/programs
    Qualified to Masters’ degree level in finance & accounting / business management or an internationally recognized accounting qualification
  • Willingness and ability to travel occasionally in country
  • The applicant should be a Mozambique national or have the right to work in Mozambique
  • Fluency in both English and Portuguese is essential
