Description
- Mozambique is a recipient of funds from the Global Fund since 2004 and has so far been allocated over US$ 2.3 billion in signed grants. The Global Fund is one of the major donors of the health sector for the provision of antiretroviral treatment, first-line and MDR-TB medicines, insecticide treated bed nets and other related services for the national HIV, TB and malaria programs through the government and NGO implementers
Mozambique is the second largest portfolio of the Global Fund and approximately 80% of grant funding goes towards procuring medicines and health products. These funds are managed through six grants with the Ministry of Health and three non-governmental organizations
- The main objectives of GFA’s LFA Team in Mozambique are:
- Ensure efficient functioning of the supply chain system from central level to health unit for all health commodities procured by the grants
- Ensure good financial performance of the grants to reach programmatic results
- Continue a robust fiduciary and financial risk-based approach to the management of the grants
- Follow on the Government commitments of co-financing
- Ensuring that all financial management and oversight work is of high quality and completed within the timeframe set by Global fund
- The main risks associated with this portfolio that require attention and assurance from the LFA are poor financial management and financial inefficiency in the use of grant funds and poor governance and oversight on the part of some Principal Recipients of grants

- The Finance Expert will serve as a member of the Local Fund Agent team in Mozambique, providing strategic financial oversight, management, and analysis for health projects funded by the Global Fund. The role requires a combination of strong financial acumen, strategic thinking, and leadership skills to ensure that financial management practices support the effective and efficient use of Global Fund resources

Duties
Financial Analysis and Reporting
- Conduct detailed financial analyses and prepare comprehensive reports to monitor and assess the financial performance of Grant recipients
- Ensure timely and accurate financial reporting to the Global Fund, in line with Grant rules and regulations and other international financial reporting standards
- Reviewing progress update reports and disbursement requests submitted by the grant recipients
- Cross verification of financial data with M&E and health/programmatic, management and procurement data/information
- Budget and Financial Planning reviews
- Audit Reviews
- Verifying grant recipient and implementing partners’ primary records (supporting documents submitted) for accuracy and completeness, and for the correspondence of those, with the summary internal/external reports prepared by the grant recipients and implementing partners
- Ensuring compliance with financial regulations and standards set by the Global Fund and the government of Mozambique
- Undertake principal recipient assessments, and financial reviews to provide informed and independent professional advice to the donor about the capacity of recipients to effectively manage and implement the donor grant funds from a financial perspective
- Identify financial weaknesses and make recommendations with timeframes for necessary follow up by the grant recipients and implementing partners
- Capacity building of junior staff in accounting procedures and other related tasks
Requisites
- Graduate Degree in Finance/Accounting and preferably an internationally recognized professional finance or accounting qualification – e.g. ACCA, ICMA, CPA, CMA, Chartered Financial Analyst. Post graduate degree will be an added advantage
- Experience in financial accounting, with the ability to review and analyse accounting transactions with good knowledge of the accounting framework in Mozambique
- Experience with financial management systems, with the ability to review and assess internal controls and financial processes and procedures and provide recommendations for improvement with Donor /NGO landscape and grants management
- A minimum of 5 years of relevant experience working in a financial role, preferably with at least 2 years of post-qualification experience related to:
- Grants management, fund management, cash management, financial management / analysis / reporting, asset management, planning and reviewing and project financial control
- Reviewing and negotiating budgets
- Reviewing of financial statements (including income and expenditure statements, balance sheets and cash reconciliation statements)
- Reviewing and interpreting audit reports
- Prior Experience in assurance and audit services is desirable
- Fluency in Portuguese and English
- Experience with projects financed by The Global Fund is an added advantage
