Finance Manager

GRM International

GRM International is recruiting a Finance Manager, to be based in Maputo.

Duties
Financial management
  • Overseeing all financial management including funds disbursement, requests and acquittals
  • Preparing monthly payroll for Fixed Tem employment contracted staff
  • Ensure financial systems are complementary to administrative systems
  • Preparing and managing monthly financial statements, and forecasts including responding to DFID’s requirements for Annual financial forecasts
  • Maintaining overview of programme expenditure against programme budgets
  • Maintaining a rolling cash flow projection
  • Manage and respond to audits
  • Train and mentor Ligada staff on the use of the financial system, for example supporting all budget holders in the budget preparation process/financial management procedures
  • Ensure effective, prompt and value for money procurement, including leading the process of introducing and establishing systems and processes to capture VFM
  • Supervise the Finance Assistant
Administration
  • Support programme staff in the preparation of subcontracts, hiring management of subcontractors
  • Ensure that the general office facilities are running smoothly
  • Ensure compliance with other regulatory requirements relating to the employment of staff and all assets procured or leased by the project
  • Negotiation, preparation and management of all contracts of suppliers and service providers relating to programme operations
Key Outputs and Deliverables
  • Weekly and monthly financial reports submitted to GRM
  • Contribution to draft and final Inception Reports
  • Quarterly and annual progress and financial reports
  • Audited accounts and portfolio reports
  • Contribution to Final programme report
Requisites
  • 8 - 10 years relevant experience
  • 3 – 5 years should have been spent on the financial management of a similar project
  • Experience working on an international development project
  • Familiarity with DFID conditions and regulations and with working with NGOs
  • Regional experience, and fluency in English
  • Setting up and establishing financial systems
  • Financial management of a project worth £5M - £10M per annum (preferable)
