Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community- and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers.

Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors.

This project will increase the demand for and utilization of family planning (FP) methods in the provinces of Maputo, Gaza, Inhambane and Cabo Delgado through integration of FP into HIV services, increased availability of youth-friendly services (YFS), peer education and faculty and staff training in pre-service institutions, community mobilization, and increased capacity of community health agents. To ensure synergies and reduce duplications of effort, the project will link with other partners and programs working in FP and HIV including, ICAP, EGPAF, SCIP, and the Geração Biz Program (PGB).

The Full Monitoring and Evaluation Officer reports to the Provincial Coordinator and the M&E Director and has the responsibility for the implementation of the project’s monitoring and evaluation plan and data collection system to measure overall project performance against established goals and objectives. It is his responsibility that the project Director or Technical Advisor have sufficient data and knows how to use the data for decision making and performance improvement. Also it is responsible for the preparation of the data for the quarterly reports and annual report of all the organization projects.

Duties
  • Support the implementation of the monitoring and evaluation systems for all projects at the organization according to Pathfinder M&E standards
  • Develops and adapts tools for data collection, design and implement project surveys and other data collection tasks
  • Support the implementation partners in all steps of the M&E
  • Support the regular collection of data with all the TA and implementing partners
  • Assists all project director ,TA and extensionists in the preparation of the quarterly and annually reports
  • Manages production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc
  • Ensures that all data are up to date and ready for immediate use
  • In collaboration with the project development officer identifies best practices and document to be shared among Pathfinder and partners
  • Provides technical assistance to program teams and partner organizations
  • Provides technical support to strengthening M&E systems at provincial and district level
  • Provides and/or supports M&E training for Pathfinder staff and partners as appropriate
  • Assists TSU staff as needed, performing other duties as requested
  • Analyze the degree of reliability of data
  • Supervise the Junior Monitoring and Evaluation Officer in all his activities, especially those related to the: analysis of data; the timely and accurate preparation of reports; the performance of analysis and validation checks to assess data consistency
  • The recommendations around decision making and actions regarding the projects
Requisites
  • Advanced degree in social sciences and information science or related field, or equivalent experience required
  • Minimum 3 years experience in progressively responsible in the monitoring and evaluation of development projects is required
  • Experience in monitoring, evaluation and information of health and reproductive health projects
  • Knowledge in using software packages, such as Access, Word, Excel, PowerPoint and a statistics software package (SPSS, EPI-INFO, STATA, SAS or similar)
  • Knowledge and/or experience in the development and management of databases
  • Excellent verbal/written communication skills
  • Fluency in spoken and written Portuguese
  • Intermediate English is required
  • The Full Monitoring and Evaluation Officer will be based in provincial offices, but with frequent supervision visits to administrative posts and localities
