• The SPEED+ Project in Mozambique, funded by USAID and managed by DAI and Nathan Associates, is seeking a Gender Specialist The Supporting the Policy Environment for Economic Development (SPEED+) activity is a four-year (August 26, 2016 to August 25, 2020), $37.2 million project designed to improve the business enabling environment in Mozambique to attract investment, expand markets, and reduce costs, thus contributing to broad-based and inclusive economic growth and conservation of natural resources in Mozambique. SPEED+ will provide technical assistance and capacity-building to improve public-private policy dialogue, strengthen implementation of government policies and regulations, and support economic and structural policy reforms in four areas: 1) agriculture, 2) trade and investment, 3) power and water, and 4) biodiversity conservation SPEED+ will engage a Gender Specialist to work with two international Gender Consultants to provide technical assistance for SPEED+ gender integration across all components
• Gender integration is a central pillar of planning, implementing and monitoring SPEED+ policy and regulatory reform activities. The USAID Policy on Gender Equality and Female Empowerment (GEFE) defines gender integration as identifying, and then addressing, gender inequalities during strategy and proj¬ect design, implementation, and monitoring and evaluation of development programs. Since the roles and power relations between men and women affect how an activity is implemented, it is essential that project managers address these issues on an ongoing basis
• According to UN Women, the political commitment of the Government of Mozambique on gender equality and the empowerment of women is strong, but progress in reducing the gender gap remains uneven. While the representation of women in politics has been growing steadily in Mozambique, with 39.4% female representation in Parliament (2013), special efforts will be needed to reach the target of 50% male and 50% female participation in decision making in all areas and at all levels by 2015, as established under the Southern African Development Committee (SADC) gender protocol. Economic empowerment remains a challenge for the women of Mozambique. For example, women account for 87.3% of the labor force in agriculture, but are only 25% of the land owners holding official user rights
• SPEED+ believes that gender equality and female empowerment are central to the success of policy reform. The engaged participation of women and men is critical for SPEED+ to deliver comprehensive analysis and make effective policy reform recommendations that will have broad support for implementation among government decision makers, public sector staff charged with implementing the reforms, and the broad public who will participate in new ways and benefit from reforms
• SPEED+ ensures that all aspects of the project specifically encourage the equal participation of men and women in the process of policy reform, particularly seeking women’s inclusion in research and in public consultations. SPEED+ also works to ensure that the project’s support for policy reform promotes equal participation of men and women in the economy. SPEED+ uses gender analysis to inform how policy reform analysis, recommendations and implementation can contribute to gender equality and female empowerment
• Base of Operations: Maputo, Mozambique (with 50% travel requirement)

Duties

• The Gender Specialist will manage all gender-related aspects of the SPEED+ project and assist SPEED+ to integrate USAID’s Gender Equality and Female Empowerment Policy, and related USAID policies and strategies, throughout all technical components through the following:
• Training/capacity building on gender sensitivity, the importance of gender in development, gender integration tools and techniques, gender analysis, and M&E
• Identification of SPEED+ project technical areas/work streams likely to include significant gender issues, and monitoring of policy reforms in which an increased focus on gender may benefit the overall policy reform
• Undertake in-depth gender analyses for identified technical areas, using SPEED+ approved formats and tools. This will be done in collaboration with SPEED+ technical staff
• Creation of Gender Action Plans in collaboration with SPEED+ technical staff and short-term technical experts
• Lead implementation of Gender Action Plans
• Monitoring and evaluation to track performance of the Gender Action Plans and ensure all gender relevant results are captured and reported
• Reporting on gender actions and results for weekly, quarterly and annual reports, as well as specialized write-ups on gender activities on SPEED+
• The Gender Specialist will work closely with SPEED+ short-term international Gender Consultants. Together they will lead gender integration across the project – including the implementation of gender analyses and gender action plans across work streams
• Support will include discussions on methodology, good practices, and challenges, review of technical documents, weekly check-ins, and opportunities for remote learning and capacity building

Requisites

• Preferred experience as follows: Master’s Degree with two years’ technical experience, or Bachelor’s
• Degree with four years of relevant technical experience
• Experience in the following: Conducting gender analyses, assessments, and qualitative and quantitative research studies
• Integrating gender and social inclusion considerations and women’s empowerment activities into program implementation ­
• Developing and implementing Gender Action Plans ­
• Assisting with gender trainings and providing mentorship to technical staff on gender issues ­
• Integrating gender considerations into monitoring and evaluation systems and structures Field experience working throughout Mozambique
• Prior experience working with USAID, DFID or other donors preferred
• Fluency in English and Portuguese
• Strong communications skills and effective report-writing skills Willingness to travel within Mozambique
