Chemonics is recruiting a GHSA ESC Consultant (m/f), to be based in Maputo, Mozambique.
Description
- The Global Health Security Agenda (GHSA) was launched in February 2014 to advance a world safe and secure from infectious disease threats, to bring together nations from all over the world to make new, concrete commitments, and to elevate global health security as a national leaders-level priority. The G7 endorsed the GHSA in June 2014, and Finland and Indonesia hosted commitment development meetings to spur action in May and August. Since 2016, over 60 countries have signed on to become members on the GHSA
- Through a partnership of nations, international organizations, and non-governmental stakeholders, GHSA is facilitating collaborative, capacity-building efforts to achieve specific and measurable targets around biological threats, while accelerating achievement of the core capacities required by the World Health Organization's (WHO's) International Health Regulations (IHR), the World Organization of Animal Health's (OIE) Performance of Veterinary Services Pathway, and other relevant global health security frameworks
- The readiness of the national health system to provide the most essential medical and nonmedical commodities needed to respond to and contain infectious disease outbreaks with pandemic potential is one of the key requirements of the International Health Regulations (IHR). Despite sustained efforts, Mozambique has not yet reached that point
- The purpose of the Global Health Security Agenda (GHSA) Activity under the GHSC-PSM project is to address the supply chain and health commodity systems strengthening needs for emergency preparedness and response in Mozambique. In contributing to preparedness for emerging pandemic treats, GHSC-PSM will build local capacity for supply chain management in the context of GHSA
- The USAID-funded GHSA effort for Mozambique in 2021 centered on providing technical support for the ONE Health Platform (in INS) and a group of preliminary identified stakeholders in the initial customization and respective preparation of the generic ESC framework to the country level
- The template for the ESC framework has been developed under the Global Health Supply Chain Program - Technical Assistance Francophone Task Order (GHSC-TA Francophone TO) and is implemented by Chemonics. It is based on global and local best practices and on a One Health approach to emergencies that complements the all-hazards approach that other partners have adopted. One Health is an approach that takes a holistic view of human, animal, and environmental factors in disease preparedness and response. McKinsey gathered and synthesized best practices from experts, including emergency logistics and supply chain specialists, working with leading international entities to develop the template
- The GHSA ESC Consultants will be based in Maputo and will assist in the customization of materials, in developing country specific contents and materials, in delivering training (including its preparation) and in developing communication and support materials as applicable. The consultant will also foster dialogue and coordinating of the actors at country level. The objective of the support is to continue the customization of the ESC framework for Mozambique while strengthening local readiness and response capacities in managing outbreaks of infectious diseases and other public health threats
- The work will be done in a three-person team where one of the team members will assume the overall coordination and project management
Duties
- The primary role of the short-term consultant will be to:
- Support in the review, improve and finalization of the desk review carried in FY2021 to understand the supply chain and overall health emergency preparedness and response in Mozambique. Prepare respective presentations, communication materials and capacity building session
- Assist the GOM with the institutionalization aspect of the ESC framework and defining the entity responsible for the updating and maintaining of the ESC Playbook
- Provide continuous support to the GOM Institution hosting the ESC playbook information. Actively assist and support the maintenance, updating and dissemination of the playbook in Mozambique
- Provide inputs on the work on going to review, improve and finalize the landscape analysis carried out in FY 2021
- Perform any additional surveys or data collection required for getting missing information that is needed to customize the ESC framework to Mozambique
- Provide inputs for presentations, communication materials and capacity building session
- Provide support and inputs in the review of all relevant pieces pertaining to the legal and institutional framework. Carry out desk-based review and inputs and as well interviews as contributions for the governance analysis report
- Preparing summary notes, meeting minutes and any notes required because of interactions and meetings with relevant country stakeholders. Contribute to the preparation of any materials for communication or other purposes after such interactions and meetings
- Deal with admin and logistics for meetings, events and capacity building sessions as detailed in the work plan. Support in the dissemination of the ESC. Support Trainers that will be delivering the Training of Trainers and of Users. Support with activities conducing to stakeholder buy-in and participation during the customization processes
- Provide the support to maintain and develop the ESC Working Groups established in the first phase of work carried out in FY21 while creating the linkages between groups and institutions
- Support any dissemination efforts for the GHSA and the One Health Approach including the preparation of contents and materials
- Provide inputs in the preparation of simulation exercises as required and applicable
- Provide coordination and logistics support for the different phases of work under the leadership of the GHSA Consultant. This will include organizing logistics and admin support as needed and applicable
- Participate in regular meetings with GHSC-PSM team in Mozambique and with PSM-Project Management Unit (PMU)
- Perform other duties and responsibilities as needed
Requisites
- The GHSA ESC Consultant will need to have established relationships with key stakeholders namely in the Health Sector in Mozambique. Additionally, s/he will be key in providing support and information to GHSA senior consultant/coordinator in the implementation of the work plan for FY22. Therefore, s/he needs to have deep local knowledge of the government and ministerial landscape of Mozambique, the supply chain actors/processes, etc. Health supply chains management technical knowledge is desirable. S/he will need to have good research and documenting skills namely to collect specific data regarding epidemics, populations, challenges affecting effective and efficient epidemic response etc. to inform the work plan and dialogue with key stakeholders
- The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties:
- 3 to 5 years of experience in Mozambique in the area of governance and (health) system strengthening
- Bachelor’s degree in veterinary, public health, health supply chains management, epidemiology, health management systems, economics, or other relevant discipline
- Experience working on USAID-funded projects is preferred
- Proven ability to effectively represent activities and programs and engage partners, government counterparts, and funders
- Excellent interpersonal, written, and oral communication skills
- Fluency in Portuguese and proficiency in English is required
- Computer skills in Microsoft Office Suite applications including Word, Excel PowerPoint, and Outlook
