Winrock International is recruiting a Grants Manager, to be based in Nampula, Mozambique.

  • Winrock International proposes to facilitate adoption of good agricultural practices and technology to increase resilience to climate change and achieve sustainable increases in agricultural productivity in Mozambique’s Nacala Corridor through the Feed the Future (FTF) Mozambique Resilient Agricultural Markets Activities (RAMA)-Nacala Corredor, implemented through an associate award under the Farmer-to-Farmer (F2F) Leader with Associate
  • Winrock will coordinate closely with the United States Agency for International Development’s (USAID) Resilient Agricultural Markets Activities (RAMA)-Beira Corridor program, Partnering for Innovation (PFI) and the anticipated Feed the Future Value Chain activities, to align objectives, coordinate activities, and leverage investments
  • Winrock will draw on our experience scaling climate smart innovations for improved productivity and our international network of volunteer experts
  • Position summary: The Grants Manager will oversee the grants component of RAMA, monitoring award-related work flows, developing and implementing systems; and strengthening capacity of RAMA grantees to strengthen compliance with award terms and conditions, as well as applicable regulations and Winrock International policy
Duties
  • Support COP to develop TORs for grant opportunities
  • Publicize grant opportunities, and coordinate and manage proposal review process
  • Coordinate with staff to ensure grants align with RAMA objectives and respond to local needs
  • Coordinate with relevant Winrock Home Office management team, Contracts staff, and RAMA program staff to develop, analyze, review and negotiate contract documents related to RAMA’s grant component
  • Review sub-award modifications, if any, notify COP of problems and risks, and initiate researching issues concerning contractual issues
  • Visit grantees’ offices and project activities as necessary to assess compliance and ensure correct systems and filing are present
  • Provide guidance and advice to program staff on compliance issues and questions
  • Vet all issues outside of standard policies and procedures with Home Office
  • Maintain high ethical standards of integrity, respect confidentiality and represent Winrock International at all times
Requisites
  • Bachelor’s degree in Business Administration, Finance, or related field required, Master’s degree preferred
  • The ideal candidate will have the following experience
  • A minimum of six years’ experience with grants management under USAID or other international projects
  • Sound knowledge of international donor contracts, financial and accounting regulations and procedures
  • Strong experience facilitating external sub-award audits and ensuring compliance with findings and recommendations
  • Solid experience developing and implementing grants manuals, solicitations, award documents and award modifications
  • Relevant work experience in a regulatory environment
  • Strong workflow management skills, flexibility, good interpersonal and organizational skills for coordinating a variety of tasks simultaneously, attention to detail, team player
  • Excellent knowledge of oral and written English and Portuguese
