Winrock International is recruiting a Grants Manager, to be based in Nampula, Mozambique.
Duties
- Responsible for overseeing the RAMA-Nacala Corridor grants program throughout the entire grant lifecycle including adherence to the grants manual and any updates to the manual
- Train staff on grants procedures, ensuring that staff responsible for grant monitoring/implementation understand the terms and conditions of the grant agreement, the procedures to document ongoing performance monitoring and changes to implementation plans
- Prepares solicitations in coordination with the COP and technical staff
- Leads the Pre-award Assessment for each technically approved award per Winrock’s procedures with assistance from the Finance Manager or Accountant
- Negotiates the grant agreement coordinating negotiation points with the RAMA-Nacala Corridor technical staff
- Ensures that all costs included in the grant budget are allowable, allocable and reasonable
- Prepares subawards and modifications for internal approval, signature and acceptance by the grantee, conducts a grant kick-off meeting to review terms and conditions of the award prior to grantee signature
- Conduct sub-recipient site visits as appropriate and ensure visits by staff take place
- Prepare subaward and grants advances, payments, and in-kind distributions
- Verify all grantee deliverables are completed and approved by USAID RAMA-Nacala technical staff prior to processing grant payments
- Oversees Grants Advisory Committee to ensure applications are evaluated in accordance with the evaluation criteria
Requisites
- Possess at least a degree in Business, Accounting, Finance or related fields relevant to the responsibilities of the role
- At least two years of experience in grants and financial management for large complex projects, of which at least three years were working on large donor-funded project (ideally USAID, DFID, or other government bilateral donor)
- Experience in leading Pre-award Assessment for each technically approved proposal
- Experience in training staff on grants procedures and building capacity of staff responsible for grant monitoring / implementation to understand the terms and conditions of the grant agreement, to document ongoing performance monitoring and changes to implementation plans
- Experience in negotiating grant agreement and coordinating negotiation points
- Experience in repairing sub awards and modifications for internal approval, conducting a grant kick-off meeting to review terms and conditions of the award prior to grantee signature
- Experience in overseeing and coordinating a Grants Advisory Committee to ensure applications are evaluated in accordance with the evaluation criteria
- Capacity to train grantees in grants management and be able to travel to program locations as required
- Ability to carry out grants needs assessment and make recommendations for improvements
- Ability to work with project team to produce costed Work plans
- Proficient with Excel, Word, accounting packages
- Good written and verbal English communication
- Ability to work independently and with minimum supervision
- Ability to work as an effective member of the team
- Ability to multi-task and meet deadlines, organize and prioritize tasks
- Experience providing financial and operations support to donor-funded programs in Mozambique
- Demonstrated knowledge of USAID project management, including USAID rules, regulations, and reporting requirements preferred
