Head of Finance and Support (m/f)

Oxfam is recruiting a Head of Finance and Support (m/f), to be based in Maputo, Mozambique.
Duties
Provides strategic direction and expert business advice to Country Management Team 40%
  • Acts as a business partner to Country Management Team and ensures all Finance and Business support processes are compliant with Oxfam policy, local laws & regulations
  • Participates and contribute to country strategic planning processes
  • Ensures financial and operations management and risk implications are considered in all business support functions
  • Leads the annual budget process for the Country
Manages the Finance & Support Team 30%
  • Manages performance, directs and coaches Accountants, Compliance Officer, Logistic Officer and Office manager
  • Ensures all staff under line management demonstrate good human resource practice and comply with Oxfam policies and procedures
  • Acts as functional manager to Finance Officers, Funding Officer and Admin Officers and ensures that the Finance functional continuously improves
  • Provide input to line managers on performance of positions in the functional management responsibility
  • Manages the life cycle of individuals within the team from pre-recruitment to exit, including performance management processes, and working with HR on issues such as recruitment, development , disciplinary matters, etc.
  • Manages and oversee the logistics function by ensuring compliance to Oxfam global procurement guidelines and procedures and ensures all appropriate operational procedures are in place and followed
  • Ensures that the Business support teams delivers a proactive solutions based approach for resolving issues that supports the country program implementation
Ensure compliance with local laws & Global Oxfam policies and procedures 20%
  • Ensures compliance with local laws in finance, tax and related areas and shares best practices to achieve
  • Leads the implementation of the Oxfam Finance strategy and ensures effective financial management, asset management and financial accountability within the Country
  • Monitors that all aspects of finance procedures in-country are in line within Oxfam standards and reports to CD on gaps and risks
  • Support the provision of quality business support in Office Support, Logistics
  • Develops customer service attitude within the finance team and a focus on integrated teamwork
  • Proactively address the interface between procurement & logistics and finance in-country to ensure efficiency and accountability
  • Focal point for both internal and external audits, and special project audits
  • Signatory to country bank accounts
  • Ensures relevant risks are appropriately identified, recorded and managed in a consistent and planned fashion in accordance with Oxfam’s practice and standards
Provide business support and advice to the Program Management team 10%
  • Provides input on business support in proposal development, and coordinate and align business support with program plans
  • In cooperation with Program management: identify and propose risk mitigation measure related to finance management by local partners
  • Ensure specific development of the business support to respond to donors requirements
  • Lead on the periodically monitoring of program spending and performance of the Field Offices and revise budgets where needed
  • Ensures budgets are recorded in the management information systems
  • In cooperation with the Country Director, prepare the field office input for the Balance Score Card (BSC)
Requisites
  • Leadership qualities and people management expertise to provide direction and effective support
  • Strong organizational skills to organize the Business support function and has the ability to reduce cost for the organization
  • Ability to work to deadlines and manage time well
  • Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make decisions
  • Drive to achieve change/results in a challenging environment
  • Strong self-awareness including excellent interpersonal skills and diplomacy, tact, being able to work effectively with others, cultural sensitivity and respect for confidentiality
  • Excellent communication skills - including fluency in written and spoken English and Portuguese
  • Excellent Computer skills – Finance software, Word, Excel, databases and email
  • Degree in Finance, Administration, Accounting or equivalent and/or MBA and/or relevant professional qualification
  • International accounting standards and Local tax laws
  • An understanding of Mozambique’s culture and socio-political context
  • Awareness of the bigger picture of OXFAM and its application to the work of the department/function
  • High level ability in the application of strategic financial, IT and logistics management, and experience in maximizing resource utilization
  • A minimum of 5 years Business management expertise and experience in the NGO sector
  • Significant people management experience in large or complex organizations, including logistics and administration
  • Demonstrated experience in driving continuous improvement of business processes and systems to achieve effectiveness and cost efficiencies
  • Excellent proven line management of a team and leadership skills
  • Substantial experience of the NGO sector
  • Experience of budget development
  • Experience of matrix management of staff
  • Ability to work in a complex environment
  • Expertise in the use of modern technologies
  • Expertise in training and development of staff
