Chemonics is recruiting a Health System Strengthening Director (m/f), to be based in Angola.
Description
  • Project: USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM)
  • The System Strengthening Technical Director position will assist the GHSC-PSM project in improving the availability, accessibility, and use of pharmaceutical supplies at all levels of Angola’s public health system. The Director will play a critical role at the national level in improving coordination and communication among various stakeholders (USAID, the Ministry of Heath, the Ministry of Technology, United Nations Development Programme, and other key implementing partners). The Director will also help develop and implement supply chain policies and procedures that support the national rollout of an electronic Logistics Management Information System (eLMIS), workforce development, inventory management, and solutions to logistical challenges associated with distributing products at the facility level
Duties
  • Principal Duties and Responsibilities include:
  • Serve on the senior management team, overseeing technical implementation and facilitating timely completion of activities and deliverables to ensure that they align with the project’s work plan and budget
  • Represent GHSC-PSM in Angola as a technical lead in external forums, including meetings with relevant stakeholders, related to building the capacity of national health and supply chain systems
  • Produce monthly and quarterly activity reports and technical success stories; review all regular technical reports before submission to headquarters or USAID
  • Ensure timely submission of all deliverables for assigned teams in coordination with the country director
  • Oversee and guide forecasting, supply and distribution tracking, workforce development, and eLMIS teams
  • Ensure that team staffing and performance align with goals and plans to achieve project results
  • Work with the finance and operations director and Country Director to ensure that sourcing and procurement activities support USAID and Ministry of Health objectives and align with GHSC-PSM objectives
  • Facilitate communication, and troubleshoot issues between the field office and the Global Supply Chain Team; provide timely responses to complex procurement questions from the donors and the beneficiaries
  • Conduct high-granularity commodities expenditure analysis, monitor the commodities budget execution, and report to the USAID mission accordingly and as required
  • Support the country director in maintaining working and consultative relationships with the Ministry of Health, Central Medical Stores, USAID, the Center for Disease Control, and other partners
  • Develop and implement streamlined strategies and organizational structures to capitalize on supply chain management best practices and, in turn, ensure project teams’ cost efficiencies and increased productivity
  • Guide technical implementation of an Angolan registry database, adherence to global standards, and rollout of the eLMIS to ensure that technical assistance with critical health commodity supply chains reflects the priorities of USAID, the Ministry of Health, and other stakeholders
  • Develop and implement technical strategies to improve procurement, warehousing, and distribution approaches
  • Assist technical teams with developing or reviewing scopes of work for local and expatriate short-term technical assistance providers, managing the mobilization process as required
  • Develop and implement risk-mitigation strategies for procurement and logistics services
  • Inspire stakeholders by showcasing project’s potential to improve and integrate Angola’s supply chain electronic logistics information system
  • Support the country director in developing annual work plans and scopes of work
  • Understand and implement project standard operating procedures and policies
  • Any other duties as assigned by supervisor
Requisites
  • Master’s degree in a relevant field preferred
  • Minimum of eight years of experience leading and overseeing technical program implementation, including health supply chain activities such as commodity management, warehousing and storage, or management information systems
  • Record of effective leadership in senior management positions and ability to create and support a culture of promoting inclusivity, learning, and delivering results
  • Proven ability to apply supply chain management best practices and innovations to donor-funded programs ideas
  • Demonstrated ability to lead the development and monitoring of project work plans’ implementation
  • Demonstrated ability to monitor performance against key performance indicators
  • Demonstrated ability to build the capacity of staff as a manager
  • Thorough knowledge of international procurement principles, methods, and best practices
  • Experience working with HIV/AIDS, family planning, or malaria commodities preferred
  • Sound judgment, strong organizational skills, and an ability to work flexibly in a team oriented and culturally diverse environment
  • Experience in a hardship post preferred
  • Strong writing and editing skills in English
  • Demonstrated ability to analyze and present complex information clearly and concisely both orally and in writing
  • Advanced computer skills in Microsoft Office Suite; advanced skills in Excel, including pivot tables, preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required (fluency in Portuguese preferred)
  • Physical Requirements:
  • Regular attendance and availability during normal business hours are required
  • Occasionally required to stand, walk, climb stairs, and sit for long periods of time; regular use of hands to handle or feel objects, tools or controls, and files; regularly required to talk and hear; and regularly required to use computer to look up, create, and modify documents
