Chemonics is recruiting a HIV/AIDS Advisor (m/f), to be based in Maputo, Mozambique.
Description
- Project: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
- The overall goal of USAID|GHSC-PSM is to procure and provide health commodities for all. USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
- The HIV/AIDS Advisor will work with Ministry of Health National HIV/AIDS Program and Central Medical Stores to determine forecasting, supply and distribution planning for health commodities related with HIV and AIDS
Duties
- Working with the HIV/AIDS - Technical Working Group to collect, aggregate and analyze consumption, issues and patient’s data, Ministry of Health target data and other sources of information to forecast the HIV commodities needs at least once annually, support to elaborate the annual quantification report
- Collaborate with the HIV/AIDS - Technical Working Group to collect, synthetize and analyze available stock data and information from the procurement mechanisms and teams, as well as other donors, about incoming shipments to produce a supply plan that is updated at least quarterly
- Monitor the supply plans and maintain the PipeLine databases of all commodities and the data generated by the supply planning activities and conduct analysis as required to support project activities, MoH and Global
- Fund including routine home office updates or USG requests
- Support the FSDP team on reports, as well as reports that assist in monitoring and evaluating the shipment pipeline, consumptions trends and transition plans for HIV commodities. Make presentations of these reports as appropriate, including advocacy for fulfilling supply plans, and long-term commodity security
- Support the Technical Working Groups in the stock status analysis, risk identification and propose mitigation strategies
- Identify training needs and organize and conduct training activities by developing and implementing training materials, tools and technical documents (i.e., standard operating procedures) for HIV commodities management, DSDm or DDD
- Work closely with the MIS and M&E teams to support the implementation and operation of LMIS systems, including the SIGLUS, SIMAM and FC, to improve HIV commodities data visibility across the supply chain
- Represent GHSC-PSM at meetings, trainings and workshops
- Contribute to the annual GHSC-PSM work planning process for drug management activities, including contributions to the M&E and PMP plan and support other baseline or periodic assessments and evaluations
- Perform other tasks as directed by HIV/AIDS FSDP Manager or Director of Forecasting, Supply, and Distribution Planning
- Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual
- Support the achievement of the overall project goals as required to ensure project performance
- Other responsibilities delegated by the HIV/AIDS FSDP Manager or Director of Forecasting, Supply, and Distribution Planning
Requisites
- Bachelor’s degree in a relevant field, such as pharmacy or Logistics
- At least 3 years of relevant work experience in the supply chain management and logistics
- Knowledge in logistics management electronic management systems, is preferred
- Proven writing, editing, and presenting skills are essential
- Substantial expertise in MS Excel, data analysis, and reporting is required
- Experience working on a USAID or donor-funded project required
- Fluency in Portuguese and English is required
