Chemonics is recruiting a HIV/AIDS Manager, to be based in Maputo, Mozambique.
Duties
  • Manage upstream activities, including forecasting and supply planning for TO1 commodities, and support CMAM in downstream distribution by determining quantities from central to intermediate and provincial warehouse levels
  • Provide technical support to the ongoing implementation of a functional planning unit within CMAM tasked with identifying national health commodity needs, estimating costs, and coordinating order fulfillment to support the continuous availability of commodities, including drugs and medical supplies for the National HIV/AIDS Program and the National AIDS Council
  • Contribute to the strategic of technical support delivered through GHSC-PSM to the HIV/AIDS National Program, National HIV/AIDS Council (CNCS), CMAM, Implementing partners and PEPFAR for the HIV/AIDS commodities (ARVs, RTKs, TB/TPT, VMMC, Condoms) Quantification, Distribution planning, logistics and reporting systems.
  • Manage effective quantification exercises through:
  • Assuring high quality TO1 commodities quantification preparation by supporting data collection processes, assemble programmatic data inputs, collect, aggregates and systematize product consumption and inventory data, interpret data, select modeling techniques. Build consensus with stakeholders regarding make educated assumptions, based on the Standard Treatment Guidelines, to apply and in adjusting final model estimates, with specific reference to program scale up projections and targets
  • Identifying and implementing appropriate methodologies to apply to commodities forecasting; agreeing on key programmatic assumptions with stakeholders, assembling documented clinical data or estimating the number of patients on each regimen, detailing the number of commodities per patient and other input data into QAT forecast module
  • Periodically update the Supply Plans by calculating the order requirement based on the in-country stock status, program capacity, and funding availability; adjusting quantities according to potential budget available to produce supply plans; identify potential commodities gaps and ensure and early warning system to address those gaps, using the QAT supply planning module
  • Develop the cost estimates: obtaining supplier prices for each product; determine price broken down by regimen; determine cost breakdown by funding source; ascertain potential funding availability; identify potential funding gaps
  • Maintain the TWG trained and proficient in the quantification methodologies, LMIS data analysis and Quantifications tools, especially in the use of USAID - Quantification Analytics Tool
  • Support the TWG , the National HIV/AIDS Program, CMAM or PEPFAR team to develop quantification of new commodities and/or develop scenarios for transitions or introductions of new regimens/products for HIV/AIDS
  • Utilize quantification data to support the commodities funding advocacy and security with key donors and the Government of Mozambique
  • Manage technical support to CMAM in the development of distribution plans for HIV/AIDS products to all direct clients
  • Assist staff in implementing processes for requisition and stock collection, data processing, and validation within Central Toll, considering programmatic scale-up projections and targets
  • Support the distribution of HIV/AIDS products by estimating replenishing order quantities for each commodity, placing orders based on available stocks using equitable mechanisms
  • Ensure the timely dispatch to clients through coordination with warehousing and transportation teams
  • Support the NHAP and CMAM on the implementation of an early warning mechanism for HIV/AIDS commodities, preventing stockouts and overstocks at provincial and provide technical support to coordinate periodic meetings with relevant stakeholders to discuss the stock status analysis for HIV/AIDS commodities
  • Lead the comprehensive management of upstream and downstream logistics of VMMC commodities, optimizing the communication with the procurement team, improving visibility on and overall management of the decentralized storage and stock data, and maintaining stock levels for implementing partners through effective communication and continuous improvement
  • Manage effective working relationships and spearhead communications with the PEPFAR and USAID Supply
  • Chain Teams to report on commodities stock status and urgent actions needed to avoid any treatment disruptions
  • Spearhead and ensure compliance with the TO1 reporting cycle for:
  • SC FACT -SDP TO1 commodities
  • PPMR HIV
  • TPT quarterly report
  • PrEP quarterly report
  • MER SC Indicators
  • OHA Custom SC Indicators
  • Support the HIV CMEP indicators with the ME team
  • Identify training needs and organize and conduct training activities by developing and implementing training materials, tools, and technical documents (i.e. standard operating procedures) for HIV/AIDS commodity management
  • Represent PSM at meetings, trainings, and workshops as appropriate
  • Work closely with the GHSC-PSM MIS and M&E teams to support the implementation and operation of LMIS systems including nSIMAM and FC to improve HIV commodities data visibility across the supply chain
  • Produce routine and ad-hoc reports for GHSC-PSM as required
  • Contribute to the annual PSM work planning process for drug management activities, including contributions to the M&E and PMP plans, maintaining a continuous improvement environment
  • Responsible for direct supervision and managing performance of the HIV/AIDS Advisor
  • Other responsibilities delegated by the Director of Director of Forecasting, Supply, and Distribution Planning (FSDP) and/or the Deputy Country Director
Requisites
  • Bachelor’s degree in a relevant field
  • At least 3 years of relevant work experience
  • Knowledge in logistics management electronic management systems
  • Proven writing, editing, and presenting skills are essential
  • Substantial expertise in data analysis and data reporting is essential
  • Experience working on a USAID or donor-funded project required
  • Fluency in Portuguese and advanced English is necessary
  • Skills:
  • Expertise in the specific program area for each commodity, including knowledge about the commodities, their recommended use, and how they are used in practice
  • Ability to conduct ongoing monitoring, data collection, and updating of the forecasting data and assumptions and supply planning data in QAT
  • Knowledge of the local context that may influence supply and demand for commodities
  • Ability to use the knowledge and data available to develop and justify assumptions
  • Strong communication skills and the ability to prepare and present quantification data, the methodology, and final quantification results to key stakeholders and implementers
