Heading is recruiting a HSE Advisor (m/f), to be based in Afungi, Mozambique.
Duties
- Ensure thorough and effective daily logs and handover to your back to back and in addition conduct, conduct as a minimum a verbal handover and where possible a face to face handover
- Develop, implement and monitor Company and Contractor HSE Systems, processes, and procedures in delivering project HSEgoals
- Provide prompt and transparent reporting to the RSES and HSE Manager Well Construction respectively on all matter related to site HSE
- Support the RSES and Drilling Operations Manager in verifying Contractor´s HSE and Supervisory personnel are effectively delivering the HSE Plan in compliance with Bridging documents, Contractor´s HSEMS, and contractual obligations
- Support Company Site Leadership with HSE engagement sessions with contractors, influencing behaviors and promoting an incident-free mind-set such as but not limited to: site inductions/kick-off meetings, toolbox talks, pre-shift meetings, HSE meetings, HSE Studies (SIMOPs, COMOPs, HAZIDs, etc), audits and inspections, supporting risk assessments (Operational and those required for MoC), supporting/implementing
- Returns on Experience (REX) from other Operations and supporting the generation of REX, managing activities and time on a risk-based approach using site lookaheads and being present for key at risk activities
Prepare and maintain a library of site Safety Movements relative to activities
Ensure Contractors record and report accurate HSE statistics, and act as a focal point for timely and accurate HSE reporting to Company Site Leadership
- Develop and conduct site HSE inspections and audits as per plan and verify Contractors are conducting theirs
- Support and prepare HSE data for Company Site Leadership for regular Contractor SHE performance meetings
- Proactively develop and support Company and Contractor in risk-based HSE initiatives to support the preventions of incidents
- Respectfully and in a safe manner, conduct interventions at sites where unsafe acts or conditions are witnessed
- Monitor Contractors HSE management of subcontractors/suppliers for compliance with approved Company HSE requirements
- Provide assurance at sites that Company, and Contractor conduct thorough, open, and transparent incident investigation and where required, lead Company Incident Investigations
- Provide site leadership support in Emergency Response scenarios as required
- Adopt and demonstrate a pro-active approach to managing risk through forward planning and strong communication with contractor personnel
- Support the reward and recognition program and monitor performance
- Be vigilant for and actively support HSE applications for return and Experience, Management of Change, and Continual Improvement
- Support HSE assurance activities, ensure audit reports, progress reports and HS&E performance reports are accurate, completed, and circulated to the appropriate stakeholders on time
Requisites
- Recognized HSE qualification NEBOSH certificate or equivalent experience would be advantageous
- Minimum 5 years of Oil and Gas or a similar HSE experience in one or more than
- Familiar with requirements of IOGP, IADC, IMCA, WSCA, STEP CHANGE IN SAFETY and DROPS guidelines and requirements related to the HSE Management of Wells, Aviation and Logistics
- Exposure as both Contractor and Operator (Client) within Construction, Marine/Logistics companies/organizations is preferable
- Working knowledge and experience of HSE Risk Management systems processes and tools (Risk Registers, HAZID/Bow Ties, Investigations, HSE Culture workforce engagement, etc.), and ability to either support facilitation or facilitate such sessions/workshops/meetings in a room or worksite environment as required
Offshore Drilling, Supply Vessel, Aviation, Mining, Road Transport operations and Logistics Base essential
HSE Training/competencies (as applicable to onshore/Quayside and Supply Bases)
- Capability to produce and coordinate quality HSE related information, statistics recording, analysis, and reporting from Contractor to Project
- Effective communication skills (oral and written) and experience in presentation and HSE planning abilities
- Advanced Safety Auditing/Behavioral Based Safety/Safety Intervention Training (Coach)
- HSE Case/Safety Case (Major Accident Hazards, Safety Critical Equipment, Performance Standards,
- Verification Schemes or similar)
- Onshore Construction
- Permit to Work
- Rigging and Lifting
- Work at Height/Dropped Objects
- Competent with Microsoft Power-point, Word, Teams, Excel, Projects/Adobe pdf, Nuance etc.
- Competent in the use of radios
- Must be fluent (Oral and Written) in Portuguese and English
- Fluent in Local (Pemba) Mozambican dialect preferred
