Heading is recruiting for its client, an Oil and Gas Company, a HSE Representative Onshore (m/f), to be based in Palma/Afungi, Mozambique.
Duties
- Always lead by example and promote TEPMA1 Golden Rules and STOP Card Stop Work Authority
Undertake an ambassador’s role towards TEPMA1 STOP Card Stop Work Authority Program ensuring that the relevant contractor deals with all unsafe acts and unsafe conditions - always Intervene when you observe an unsafe act or condition
- Ensure all unsafe acts and conditions are recorded on the TEPMA1 observation system (on the day of the event) along with immediate actions taken and any further actions required to prevent recurrence
- Attend Contractor morning toolbox talks daily; where possible be actively engaged in the talk
Notify the TEPMA1 HSE Manager and or TEPMA1 HSE lead of any incident you are informed of or witness as soon as practicable
- Undertake governance and assurance inspections and record findings on designated checklists
- Provide TEPMA1 with on-site assurance against all contractor activities
- Review JSA/Risk Assessments in the field to ensure contractors are working to their agreed processes and systems
- Ensure Contractor daily plant and equipment checks are being undertaken and recorded
- Participate in level 3 HSE audits
- Where required participate in document reviews to include: risk assessment, method statement, traffic management plans, etc.
- Where required participate in incident investigations
- Prepare a daily activity log giving details of activities undertaken during the day, these logs are to be stored in the shared drive
- Assist in the preparation of toolbox talks and other HSE communication material as required
- Organize all documents that you generate as part of your day-to-day work; these include but not limited to photographs taken during site visits, daily activity logs, etc. Please note that these documents are Company property and must be properly stored in the relevant folder on the shared drive
- Ensure that all mandatory TEPMA1 training (LIZZY) is undertaken in line with agreed timescales
- Respect the IVMS (In-Vehicle Monitoring Systems) rules and ensure that JMP’s (Journey Management Plans) are prepared for all journeys
- TEPMA1 vehicles used to commute to and from work locations must have a daily prestart check recorded and all waste materials must be removed at the end of the shift
- Return keys to vehicles back to the control room after use
- Ensure clear and concise written handovers are provided for all Back to Backs
- Actively participate in contractor meetings/forums where required
- Actively participate in the HSE Rep Development program
- Attend the evening wash up meeting give high level overview of good and bad practices observed
- Ensure that if work needs to be suspended due to an HSE issue, immediate notification must be made to the relevant TEPMA1 HSE Manager
- Always give feedback to contractor’s supervisor on both positive and negative observations before leaving the work area
- Respect project-working hours and designated break times – 12 hour working day (typically 6am to 6pm) with 1 hour for lunch (typically between 11am – 1pm)
Requisites
- Degree, diploma or vocational training in engineering, construction or HSE
- Minimum of 3 years of experience
- Experience in LNG, oil & gas, mining, petrochemical, chemical or process industry preferred
- Experience of large construction sites with onshore and nearshore facilities
- Understanding of H&S and Environmental management systems and operational requirements for a large and diverse construction site
- Team member with leadership and communication skills
- Ability to communicate effectively and be stay informed on important issues and progress to remain current and a vital resource to the project
- Computer literate on Word, Excel, PowerPoint, and Internet required
