PSI is recruiting a Human Resources and Administration Manager, to be based in Maputo, Mozambique.
Description
- The HR and Admin Manager leads PSI Mozambique’s human resources function and ensures smooth office operations. This role oversees the full employee lifecycle—recruitment, onboarding, performance, development, and offboarding—while fostering a positive employee experience. The Manager brings modern HR practices into play, uses data and feedback to drive continuous improvement, and adapts existing global tools and systems to meet local needs. This role also oversees administrative services including office management, travel and visa coordination, and serves as the country focal point for safety and security. The position works in close coordination with the Business Operations Lead to drive automation, improve systems, and increase productivity
Duties
- Lead PSI Mozambique’s end-to-end HR processes, including recruitment, onboarding, performance management, professional development, and exits, ensuring a positive, compliant, and consistent employee experience
- Modernize and adapt HR tools and processes, drawing from PSI’s global resources while customizing for local relevance. Drive automation and system improvements in partnership with the Business Operations Lead
- Use data and employee insights to inform decisions, including tracking satisfaction, monitoring turnover, analyzing performance data, and identifying areas for improvement across the employee lifecycle
- Support and guide teams in applying consistent HR practices, ensuring clarity on job roles, development pathways, and feedback loops
- Ensure full legal compliance with Mozambican labor law and PSI policies across contracts, compensation, disciplinary processes, and documentation. Act as the platform’s lead advisor on employment matters
- Coordinate payroll inputs and manage employee records, benefits, and contract updates in collaboration with the finance and operations teams
- Lead office administration functions including vendor management, office maintenance, supplies, and systems that enable smooth day-to-day operations
- Oversee travel and visa arrangements for staff, consultants, and visitors, ensuring timely, efficient, and compliant processes
- Act as the safety and security focal point for PSI Mozambique, ensuring preparedness, compliance with PSI protocols, and rapid response to incidents
- Supervise and support HR and admin staff, promoting a high-performing and customer-focused team culture. Provide coaching, feedback, and structured development support
- Work closely with the Country Representative to ensure HR and administrative functions are responsive to evolving strategic and programmatic needs
Requisites
- Bachelor’s degree in human resources, business administration, labor law, or related field
- Minimum 5 years of HR management experience, including 3+ years in a supervisory role
- Solid understanding of Mozambican labor law and HR compliance requirements
- Experience implementing or improving HR systems, including digital HR solutions
- Ability to translate employee data and feedback into meaningful action
- Experience designing or adapting performance and development systems
- Strong people skills, with a collaborative and service-oriented mindset
- Experience managing office operations, travel coordination, and vendor relationships
- Proven ability to coach teams, manage workload priorities, and deliver results
- Fluency in Portuguese and working proficiency in English required
