The Human Resources for Health (HRH) Advisor will work with ICD's HRH Practice Lead to deliver HRH technical assistance (TA) projects in Mozambique and other countries. Our present portfolio of projects includes delivery of HRH TA as part of a broader health systems strengthening agenda. Specific areas of HRH TA may include human resources planning and policy development, human resources management and development program development, and human resources information systems.
The position will be based in Maputo, Mozambique or other location to be determined.
Duties
- Development and writing/editing of human resources plans and policies, including building stakeholder involvement and consensus
- Development of human resources information systems (HRIS), including management reporting and use of information in decision making
- Workforce forecasting and planning
- Design and implementation of human resources management programs for attraction, motivation and retention, including incentive payment plans
- Design and implementation of human resources development programs including training programs, professional development, and career progression schemes
- Remain abreast of current developments at the country level, as well as regional and global trends in HRH to advise clients on best practices and propose options
- Maintain excellent relationships with donors and clients
- Prepare regular and ad hoc progress reports
- Contribute to business development and proposal writing
- Contribute to other ICD activities, as needed and as suitable for incumbent's skill set
Requisites
- Master’s degree in business, human resources, public health, organizational development or related field
- Five (5) or more years experience in HRH and/or health systems strengthening
- Strong knowledge of health systems strengthening, HRH policy and planning, human resources management, human resources development or other relevant areas
- Practical field experience in developing and implementing strategies for HRH or health systems strengthening in a number of countries
- Ability to deliver on complex technical assistance needs and monitor multiple activities with a focus on achieving results and customer satisfaction
- Excellent written and verbal communications skills
- Ability to travel within Mozambique and internationally of up to 25-20%
- Fluency English, with superior writing skills
- Additional fluency in Portuguese, Spanish or Italian
- Experience in other sectors in addition to health is helpful
