The Aga Khan Academy is recruiting a Human Resources Manager, to be based in Maputo, Mozambique.
Description
  • The job holder will be expected to develop and implement Human Resources strategies and initiatives aligned with the overall organizational strategy and to maintain, enhance and optimize the HR function
  • S/he will be responsible for recruitment and selection, performance management, compensation and benefits, training, learning and development as well as overall planning, implementing, employee relations management, policies evaluation, HR projects and operations for the organization
  • This role will be responsible for providing an effective strategic and operational Human Resources service of all elements of HR Lifecycle while maintaining the highest possible professional and ethical standards at all times and acting with unyielding integrity. The HR Manager will act as a role model for the Aga Khan Academy’s values
  • Immediate Supervisor: Head of Academy, Maputo
  • Direct reports: Human Resources Officers and Assistants
Duties
HR Governance and Policy Formulation
  • In partnership with the Aga Khan Schools HR department, critically assess, develop, review, and implement key HR policies, procedures and processes, in line with the Aga Khan Mission and vision, as well as internal and external influences, particularly taking account of both the local and international perspective
  • Provide strategic direction and leadership on the development of appropriate HR Policies and practices (including compensation, performance assessment, career development, staff engagement and retention, communication and feedback)
  • Provide regular advice to the Senior Leadership Team on any changes to the labour law that may have an impact upon the day-to-day running of the Academy and develop policies to maintain legal compliance
  • Evaluate the results of HR projects and initiatives to ensure expectations are met and determine next steps for improvement and sustainability
  • Manage the immigration and work permit process, ensuring that all the necessary documentation is completed and retained, providing clear communication to all staff on the status of their applications in a timely manner Build, maintain and manage the human resource records to ensure that both the physical and digital systems are kept up-to-date in a regular and timely manner and comply with legal and the data protection requirements. This includes (but is not limited to) sickness, absence, training and development records, annual appraisals
  • Work in partnership with the Finance Team and ensure regular risk audits and assessments are completed and any recommendations are implemented in a timely manner
Employee Relations
  • Provide guidance to the Senior Leadership Team on any employee relation matters and ensure that they are managed within the agreed framework and spirit of the institution
  • Manage and oversee all investigations, disciplinary and grievance matters effectively and within the agreed framework and spirit of the institution
  • In partnership with the Senior Leadership Team, support the development of staff and the conditions of service
  • Ensure that Performance Management criteria are followed throughout the year, and performance goals meets the SMART criteria
  • Train and guide Managers about the Performance Management Tools to ensure they understand the same and are capable of delivering their part of the process in a timely and efficient manner
  • Guide and support line managers in talent management planning and staff training needs assessment
  • To develop programmes that cater to the welfare of persons employed by the school
Recruitment and Resourcing
  • Provide support and leadership in the resourcing of staff to the Academy, particularly in the development stages where talent acquisition is critical
  • Ensure that resourcing processes and procedures are implemented and adhered to. Provide training to Hiring Managers as and when required to ensure that they are fully equipped for any resourcing strategy
  • Oversee the implementation of the Induction and Orientation Programme for all new staff
  • Develop and maintain a New Staff Handbook and a Staff Handbook Conduct exit interviews for all staff, and ensure that the key general messages and themes from the interview are shared regularly with the Senior Leadership Team
HR Reporting and Analytics
  • Provide regular HR metrics and analytics to the Senior Leadership Team to assess how the academy is tracking against its strategic plan, and to identify any areas that would require further investigation and attention
  • Assure that HR transactions are processed in a timely and accurate manner with attention to data integrity and practices in the education sector
  • Manage HR database and provide training and guidance to other staff
Staff Development
  • In collaboration with HR Academies Unit team, oversee the development of a training and development programme that enables every employee to capture the vision of His Highness for the Academies, and to ensure its implementation in the new Academy
  • In partnership with the Senior Leadership Team, ensure that the annual appraisals and objective setting processes are implemented, and where appropriate, identify training strategies to support the agreed development of the staff
  • In partnership with HR Academies Unit and Senior Leadership teams, coach and advise members of staff on best practice, the AKDN and Academies’ vision and culture
  • In collaboration with HR Academies Unit team, build HR knowledge of key markets for academic and support staff, and ensure frameworks are in place to develop talent pipeline for key positions
Cross-Network Responsibility
  • As a member of the Aga Khan Development Network and the Aga Khan Academies, provide support on any HR matters that may have an impact on the network, as and when required
  • Act as advisor in managing organizational change where this relates to HR activities, as and when required
Requisites
  • Essential Requirements:
  • Bachelor’s degree, plus recognized professional HR qualifications
  • A minimum of 7 years of experience working within a Human Resources Department, amongst which at least 2 years in a managerial position
  • Experience in the Education sector and/or international NGO sector
  • Excellent understanding of the Mozambican Labour Law, and regulations
  • Strong experience in employer-employee contract development and writing
  • Good working knowledge and management of work permits
  • Good understanding and working knowledge of core Human Resource areas and processes; for example, recruitment, employee relations, disciplinary and grievances, training and development, and HR analysis and metrics
  • Strong proficiency in all Microsoft Office applications, especially Word, PowerPoint and Excel
  • Working knowledge of Primavera or similar HR and Payroll software system
  • Excellent written and oral communication in both Portuguese and English
  • High level of resilience and working to tight timelines and managing multiple priorities
  • Strong attention to detail
  • Resourceful, independent self-starter that also works well in teams to establish project and team deliverables
  • High sensitivity and awareness of working with people of many cultural backgrounds
  • Strong interpersonal, collaboration and communication skills and be able to build relationships at all levels of the organization
  • High level of passion, drive and enthusiasm for HR
  • A proactive attitude with the ability to work independently and on own initiative
  • Diligent, hard worker. Comfortable and willing to be a hands-on contributor
  • Able to make connections with group by listening, reacting to the audience while balancing control, emphasizing, and reframing objections to overcome contrary views while remaining calm and objective
