GIZ is recruiting a Junior Project Officer (m/f), to be based in Maputo, Mozambique.
Description
  • The ecosystems of the Western Indian Ocean (WIO) are critical for the food security, employment and economic development of ten states in eastern and southern Africa – Somalia, Kenya, Tanzania, Mozambique, South Africa, Madagascar, Comoros, Réunion, Mauritius, Seychelles. Some 60 million people rely directly or indirectly on this biodiversity hotspot for fishing, tourism, oil and gas, and other resources. However, population explosion, increasing consumption, pollution, climate change and a diversity of human activities are threatening the region’s fragile coastal and marine ecosystems
  • The Nairobi Convention (NC) was established in 1985 as the legal framework and coordinating mechanism for regional marine protection under the aegis of the Regional Seas Programme established by the United Nations Environment Programme (UNEP). Although the ten contracting parties demonstrate the political will to achieve the NC goals of improved governance, conservation, management and sustainable development of the WIO, this still remains a significant challenge. Collective leadership between states, private sector and civil society actors at all levels is critical to catalyse improved governance and lasting change for the benefit of all, in the context of a sustainable “blue economy”
  • In 2020 the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the Western Indian Ocean Governance Initiative’s (WIOGI). This three-year programme partners with the Nairobi Convention Secretariat and other organisations to support regional, national and local actors to collaborate more effectively for the protection and sustainable use of marine and coastal diversity in the Western Indian Ocean region The project is designed to be participatory and conflict and gender-sensitive. It involves actors from different fields and is geared to regional needs and local impacts. It has the following components:
  • Strengthening regional policy dialogue by supporting the co-creation of a Regional Ocean Governance Strategy and Information Management Strategy
  • Developing and supporting a regional Multi-Stakeholder Initiative to, amongst other things strengthen engagement of the private sector in regional governance
  • Developing and supporting exemplary multi-stakeholder partnerships in Mozambique under the broad principles of integrated coastal zone management, that simultaneously involve the private sector while considering the interests of women
  • The project is closely aligned with the priorities and programmes of the NC and other partners, to maximize synergies with activities already underway in the region. To support the growing work programme of WIOGI in Mozambique, GIZ is looking for a suitable candidate for a Junior Advisor position to support the project
Duties
  • The Junior Adviser will assist the day-to-day organizational, administrative, and technical aspects of WIOGI’s work programme in Mozambique, and take a co-lead position on specific activities and components, as deemed appropriate. The responsibilities of the Junior Adviser are to:
  • Support the WIOGI Team in tasks related to planning, organization, administration, communications and knowledge management, primarily on the Component 3 of the project
  • Assist in the development of Terms of Reference (ToR), concept notes and budgets for project activities, in line with GIZ procurement guidelines, rules and procedures
  • Assist in the implementation of activities in the WIOGI project components, taking the lead on specific activities and sub-components related to blue economy, circular economy and multi stakeholder partnerships
  • Assist in the planning and preparation of field visits, meetings and workshops to relevant Blue Economy partners in Mozambique
  • Assist in the development of project PowerPoint presentations, in Portuguese and English, on project descriptions and reports, focusing on Blue Economy opportunities and challenges in Mozambique
  • Provide support to the knowledge and information management of the Mozambique WIOGI component, leading preparation on technical content on blue economy, circular economy, ocean governance and marine conservation
  • Provide support to Monitoring & Evaluation (M&E), Communications and knowledge management regarding the WIOGI Mozambique work programme
  • Conduct background research on relevant technical topics related to blue economy as well as donor/development partner mappings in the Blue Economy space.
  • Assist in taking minutes of meetings with partners and other organizations
  • Provide assistance in a variety of logistical and administrative tasks in line with the administrative procedures of GIZ
  • Provide support to preparing future phases/activities of the WIOGI project, by proactively seeking and engaging potentially relevant partners
  • The Junior Adviser may also need to assist in other areas of the regional WIOGI programme, as deemed necessary. The above list is not exhaustive and can be adjusted on the basis of the specific qualification, experience and interest of the Adviser, as agreed by both parties
Requisites

  • Education:
  • Undergraduate degree in Development, Political Science, Public Administration, Environmental Management, or any other relevant field
  • Professional experience:
  • At least 2 years of experience working with international organizations on administrative, organizational and management aspects of development (internships included)
  • Demonstrated experience related to developing multi-stakeholder approaches to Blue Economy development in Mozambique
  • Demonstrated experience with administrative procedures such as those of GIZ or other international organization
  • Excellent writing and communication skills
  • Flexibility and ability to multi-task and work in an international team
  • Demonstrated understanding of the development partner landscape in Mozambique related to natural resources and blue economy and experience of donor coordination, research and reporting on this thematic area is an advantage
  • Other skills:
  • Fluency in written and spoken Portuguese and English
  • Organizational competence and networking ability
  • Good digital literacy, especially in MS PowerPoint, Word and Excel
