Chemonics is recruiting a Laboratory Forecasting and Supply Planning Manager (m/f), to be based in Maputo, Mozambique.
Description
- PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
- Background: The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
- The Laboratory Forecasting and Supply Planning Manager will be a critical link between GHSC-PSM and PEPFAR-supported laboratories, assisting MOH with Laboratory quantification and supply plans activity
- Reports to: The Laboratory Forecasting and Supply Planning Manager will report directly to Deputy Country Director-Health System Strengthening
- Supervision: The Laboratory Forecasting and Supply Planning Manager will supervise the Lab data Associate
Duties
Human Resources management
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws
- Ensure the FASP team has an appropriate size to provide day-to-day (basic) logistical support during his/her periods of absence
- Supervise, monitor, and evaluate the performance of the FASP team members under his/her direct supervision
- Propose and organize training sessions with the line manager
- Prepare yearly holiday planning for the staff under his/her direct responsibilities
Laboratory VL/EID strategy
- Prepare the annual procurement Plan
- Support USG team in COP preparation process & GAP Analysis
- Participate in Workshops, & Other strategic Had-hoc meeting
- Assist the coordination with other funding mechanism such as Global Funds, UNITAID
Forecasting
- To support MOH to build and document the forecasting assumptions
- To collect data and needed information from MISAU as regards programs
- To forecast VL/EID commodities according to the different forecasting methods
- Support MOH to organize quantification exercise
- Support MOH to produce and ensure that quantification reports are available and aligned with PEPFAR requirements and national guidelines
Supply planning
- Organize the Supply plan meeting (quarterly supply plans update with MOH counterparts) and other VL stakeholders
- Update monthly consumption, SOH and adjust shipments in the pipeline/QAT
- Submit quarter supply plan to HO
- Ensure a close monitoring of GHSC-PSM shipments of Laboratory commodities TO1 (Mozambique shipment update)
- Provide upstream report about the commodities availability
- Ensure the backup of all Data base of Pipeline/QAT
Procurement
- Prepare and submit PARs for all Laboratories commodities and small equipment’s
- Review and approve the shelf-life of pre-shipments of Laboratory products
- To Monitor the Laboratory budget expenditure
- To analyze MOS of Laboratory products for PSM order Report
- Ensures quarterly updates to the PSM Mozambique product list, including GHSC-PSM codes
- To communicate with the GHSC-PSM procurement team about the delivery schedule and report any issue related to delivery activity
- Prioritize the purchasing activities with the Laboratory supervisor
- Update the Laboratory request follow up summary with accurate information,
- To identify the corresponding ARTMIS product code and description for the laboratory products in order to facilitate the procurement process
- Provide technical assistance with update of PipeLine database on quarterly basis
LMIS Data
- Ensure that the QA of LMIS data inserted in the Pipeline/QAT by crosschecking with another tool
Field support
- Travel to Molecular Biology laboratories and POC sites to provide supportive supervision including assessment on cold chain, stock management and Instrument performance in collaboration with the MOH staff and other stakeholders
- Provide on‐the‐job training in stock management and LMIS (Including SIGLAB and other Tools) for the Molecular laboratories and Mpima sites
- Perform pre-Installation Visit for new VL Instrument placements
- Tools to be used: Pipeline, QAT, Labtool, Viewics, Mview, Forlab, Sympheos, LMIS, SIGLAB and other as per Project guidance
- Other tasks:
- Ensure the backup of the Laboratory Distribution Manager
- Perform other tasks as directed by Deputy Country Director-Health System Strengthening
Requisites
- Bachelor’s degree in a relevant field
- At least four to six years of relevant work experience
- Experience working on a USAID or donor-funded project required
- Fluency in Portuguese and English is required
