CICV is recruiting a Legal Officer, to be based in Maputo, Mozambique.
Description
- Purpose: Overall, contributes to formulating and achieving PROT/PREV objectives in Mozambique under the supervision of the line manager
- Participates in the annual planning and budget exercise (planning for results) and monitors implementation of the legal aspects and promotion of IHL
- Under the supervision of the legal advisor MAP: a) S/he advises the delegation on international humanitarian law (IHL) and national and/or international legal matters. b) S/he initiates and formulates strategies to address identified issues. c) S/he supervises and guides research on and analysis of specific legal matters and broader sectors of the national legal system
Duties
- Analyses the situation, advises, and provides guidance on the applicable national and international legal frameworks and norms in relation to delegation activities, objectives, strategies and plan of action to address identified legal and other related issues
- Draft legal notes/analyses and contributes with legal aspects to working papers, summary reports, ‘non-papers’ etc. related to delegation activities and objectives.
- Perform independent research on and analysis of specific legal/prot issues, as well as broader sectors of the national system
- Support IHL dissemination activities directed at specialized audiences and the public at large and supports the implementation of strategies, programmer and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation
- Support the provision of legal advice and technical assistance to national authorities and other interested parties
- Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms
- Accompany the delegation in meetings with external contacts, participates in dissemination sessions when required
- Advises on socio-political and legal aspects related to delegation strategy and operations
- Helps to make internal and external meetings meaningful (through preparation, participation, reporting and follow up)
- Collects, compile and interprets protection-related information (with appropriate care for staff risk management)
Requisites
- Degree in Law
- Solid knowledge of IHL and Public International Law (knowledge of International Human Rights Law and International Criminal Law an additional asset)
- Fluent in spoken and written English and Portuguese (another language will be an asset)
- Computer proficiency
- Minimum of 3 years’ work experience in a similar function, within or outside the ICRC, including in government or the judicial sector
- Confirmed teaching/dissemination experience
- Confirmed legal drafting skills
- Confirmed political, social and cultural knowledge of Mozambique
- Natural inclination to work in a network and good knowledge of multilateral issues and processes (existing network within the authorities and/or academia will be an asset)
