Local Consultt for assessment of selected food industry in Mozambique with focus on maize flour and cassava flour

The World Food Programme is hiring a Local Consultt for assessment of selected food industry in Mozambique with focus on maize flour and cassava flour, based in Maputo.

Duties
  • Conduct industry visits, data should be collected from individual company visits and should include information on ownership (private versus public), rated capacity versus utilization, product types, extraction rates, market information, product prices, identify the number of lines at each of the sites, identify any current fortification equipment currently installed at the plants and advise if the feeders are suitable or require replacement and identify best location for the equipment and any additional mixing requirement, discuss with the processors experiences with dosing systems and identify requirements to put all dozers on automatic control and location of the premix dosing system and any additional mixing requirement, quality control systems and equipment used, process control systems, identify training requirements for processors, identify suitable storage area for micronutrients, collect data on fortification equipment needs, fortification QC needs and premix needs
  • To visit to food control authorities to assess and determine additional equipment, personnel and training requirements to monitor fortification
  • To set up the detailed design and specification of equipments, fitting, and accessories required in the factories participating in the assessment
  • To help WFP in preparing a list of producers of the required equipments and its ancillaries
  • To help in preparing the tender documents needed for procurement and supply of the required equipments
  • To make sure that the equipments, fittings, and accessories are installed in the proper locations, and it is also ready to function within the production system
  • To provide any technical assistance this could be requested by WFP in relation to maize and cassava fortification process in Mozambique
  • Develop a draft implementation plan and budget for flour fortification at the maize and cassava milling industry national level
  • To perform an impact assessment and fortification cost calculations, based on existing national data and data collected from industry
  • To prepare reports /short notes to WFP/MIC request for any of the above designated duties
  • To prepare the scientific and presentation data needed to conduct a one-day training for factory representatives
  • The consultant will work under the direct supervision of the Technical WFP Staff
Deliverables
  • Background producers in Mozambique
  • Preparation of Summary report listing number of producers, range of operating capacities and utilization rates, main product types and percentage of demand for each type
  • Summary on potential impact of flour imports and exports on market share and reach of products
  • Reference to best practices on maize and cassava fortification in other countries
  • Develop a list of feeders and fortification equipment, premix requirements, QC tools and equipment for national implementation of fortification
  • Recommendation of equipment that could be integrated into the various factories to start a fortification program with, Zinc Folic Acid B12, Iron and Vitamin A, as well as the pros and cons in the introduction of each equipment
  • Develop a draft implementation plan and budget for flour fortification at the maize and cassava milling industry national level
  • SWOT analysis as mention in section 3
  • Recommendation for trainings needed for each factory
Requisites
  • Post-graduate academic degree in nutrition/health sciences, food sciences, food technology, milling technology, public health or a related field relevant to the FF programs or equivalent work experience
  • Significant experience (at least 10 years) in the edible oil industry, milling or food industry/food fortification division
  • Minimum of 3 to 5 years relevant work experience in food fortification and comprehensive planning, monitoring & evaluation of related projects
  • Deep knowledge and experience in key foods and nutrition content areas such as: availability of nutrition, nutrition loss during processing, etc
  • Expertise and experience on food fortification planning, implementation, quality assurance system, and monitoring and evaluation methodology
  • Expertise and experience of enforcement of regulations pertaining to food fortification
  • Experience in developing technical report and participating in strategic discussions
  • Demonstrated experience in similar consultancies
  • Have professional experience in industry assessment for oil and milling industry
  • Experience working with private sector is a plus
  • Knowledge edible industry and CQ\QA
  • Proven leadership, including a demonstrated ability to manage large audiences and diverse groups
  • Outstanding verbal, written, and facilitation skills
  • Must have excellent organizational skills including time management, communication, and core consulting skills
  • Ability to work independently
  • Ability to plan strategically
  • Sound judgment
  • Familiarity with WFP programmes
  • Fluency oral and written communication in English and Portuguese (preferable)
