Description
  • PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
  • The Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which USAID (1) procures and provides health commodities, (2) provides technical assistance to improve partner countries' management of the supply chain, and (3) collaborates with key international stakeholders to support global health initiatives. There are four main task orders for the project: HIV/AIDS, President’s Malaria Initiative, Population and Reproductive Health, and Maternal and Child Health
  • The GHSC-PSM project in Mozambique sets out to strengthen capacity of the host-country government to develop sustainable systems that ensure availability and security of vital and essential health commodities through (1) increased data availability and use for informed supply chain decision making, (2) improved quantification procurement planning and coordination processes, (3) provision of cost-effective, reliable international and local procurement services, (4) improved efficiency in warehousing and distribution, and (5) increased strategic management and planning to improve commodity security
  • The Logistics Data Management Unit (LDMU) is critical to the effective management and use of data within the GHSC-PSM Project and Central de Medicamentos e Artigos Médicos (CMAM) to support CMAM’s evolving operational model and change management. The LDMU Manager is responsible for overseeing all aspects of data management captured by the LMIS, ensuring the integrity, accuracy, and security of the data, and transforming the data into actionable information in support of supply chain management and logistics operations for reporting and broader decision making at the project and institutional levels
Duties
  • Oversee day-to-day operations of the LDMU
  • Provide direction, support, and mentorship to the team members, including GHSC-PSM, Ministry of Health (MISAU), CMAM, ensuring a productive and positive work environment
  • Develop and implement strategies for effective data management that align with the overall goals of the GHSC-PSM program
  • Support reporting activities and utilize data to inform strategic institutional decisions
  • Establish and enforce standardized procedures for data Extraction, Transformation and Loading into the Datawarehouse (DW) and Business Intelligent (BI) tools
  • Ensure data integrity by conducting regular, periodic data audits to ensure accuracy, completeness, and consistency, addressing any discrepancies promptly
  • Develop and implement strategies for effective data management to adapt to evolving needs and priorities
  • Conduct data analysis to provide insights into logistics operations, including, but not limited to inventory management and order fulfillment
  • In collaboration with the FSDP (Forecasting, Supply and Distribution Planning) team, develop and distribute regular and ad-hoc reports and dashboards to GHSC-PSM and CMAM staff
  • In collaboration with the FSDP team, support the use of data to identify trends, patterns, and areas for improvement
  • Support CMAM in the development and implementation of data governance policies
  • Ensure compliance with data protection regulations and standards
  • Provide training and support to CMAM and GHSC-PSM staff on data management best practices
  • Develop training materials and documentation on data management best practices, regulations, standards and procedures
  • Evaluate and recommend data management tools and technologies to further GHSC-PSM data management, analytics, consumption and reporting capabilities
  • Collaborate with the MIS team, including MACS WMS (Warehouse Management System), Ferramenta Central (FC) and the Medicines and Medical Articles Information System (Sistema de Informação de Medicamentos e Artigos Médico, nSIMAM) to implement and maintain data management systems
  • Facilitate data integration by combining supply chain business intelligence data with Health Information Systems (HIS) services data (consumption versus activity)
  • Support ad hoc data, analytics or reporting requests from CMAM, GHSC-PSM and/or the USAID Mission
  • Responsible for implementing predictive analytics to include, but not limited to, (1) statistical algorithms, (2) machine learning techniques, (3) data mining to look at past data and predict future outcomes/scenarios
  • Responsible for direct supervision and managing performance of the OpenLMIS DPM Process Advisor
  • Other responsibilities delegated by the Director of Information Systems and M&E or his designee
Requisites
  • Bachelor's degree in logistics, supply chain management, data management, information systems, or a related field
  • Master's Degree in logistics, data analytics, business administration, or a related discipline preferred
  • Minimum of 5 years of experience in logistics, supply chain management, or data management
  • At least 7 years of relevant work experience
  • Experience working on a USAID or donor-funded project required
  • Fluency in Portuguese and advanced English is required
  • Proficiency in analyzing and interpreting complex datasets to identify trends, patterns, and generate actionable insights
  • Strong analytical thinking and problem-solving abilities
  • Expertise in SQL for querying databases
  • Experience with database management systems like MySQL, SQL Server, and PostgreSQL
  • Proficiency in data visualization tools such as Tableau, Metabase, or Power BI
  • Ability to create compelling and informative visual reports and dashboards
  • Proficient in data management software (e.g., SQL, Excel, ERP systems)
  • Strong leadership and team management skills, with the ability to motivate and develop team members
  • Strong problem-solving skills, with the ability to identify issues and implement effective solutions
  • Excellent organizational skills, with the ability to manage multiple tasks and projects simultaneously
  • High level of accuracy and attention to detail in all aspects of work
  • Excellent written and verbal communication skills, with the ability to convey complex data insights to non-technical stakeholders
