Logistics Officer (LTSH Fund Management)

The United Nations World Food Programme (WFP) in Mozambique wishes to recruit qualified and experienced Mozambican nationals for the role of Logistics Officer (LTSH Fund Management), to be based in Maputo.

Duties

Under the direct supervision of the Head of the Logistics Unit and the overall supervision of the Deputy Country Director, the incumbent will be responsible for the following duties:

  • Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews
  • Contribute to project documents, including LTSH computation and other budgetary issues, with special attention for Special Operations
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained
  • Prepare monthly fund management reports
  • Expenditure versus income and tonnage
  • Matrix LTSH rate versus actual LTSH rate
  • Prepared monthly cash forecast
  • Monthly cash forecast
  • Reconcile forecast versus expenditure
  • repare monthly OL forecast; and reconciliation of OL funds received, consumed and stocks on hand
  • Ensure expenditure is allocated to correct funding and within budget; and funds available before expenditure is incurred and call forward where necessary
  • Ensure project closure as per guidelines
  • Prepare Logistics budgets as required (LTSH Matrices) and provide support to CO budget preparation and budget revisions
  • Prepare quotes for logistics services (SLA, FPF)
  • Periodic allocation of shared costs between LTSH and DSC; and periodic allocation of shared costs to respective OL countries (JVs)
  • Allocation of cost between cost centers, internal and external (i.e SLAs, SOs, BIL etc)
  • Ensure services are accrued in accordance with IPSAS
  • Follow up on invoices not submitted for services rendered; and of invoices not yet submitted versus GRNS
  • Ensure follow of vessel Arrival (C&F) / PO & GRN reconciliation and commitments effected as appropriate
  • Certify Invoices as per certification of the CDR
  • Release of PO, SES and GRN and ensure Logistics POs and GRIRs are regularly validated
  • Ensure reconciliation of Service Provider invoices against Finance payment advises and e-banking report
  • Manage attendance to service providers queries
  • Logistics Focal point for cash and voucher
  • Support to PU on C/V modality
  • Ensure process of vendor creation as per guidelines and periodic validation of vendors
  • Prepare work plans and ensure implementation of controls and guidelines
  • Supervise and provide guidance to staff
  • Identify gaps and any additional training needs to achieve high working standards
  • Identify and Mobilize resources for successful LTSH operations
  • Other duties as delegated by supervisor
Expected Results
  • Under close guidance of the subject specialist and/or supervisor, a junior member of a team applies conceptual models in support of project design, provides rudimentary analysis of project parameters, actively contributes to the compilation, maintenance and reporting of data and the identification and mobilization of resources for successful logistics operation
Requisites
Education
  • University degree in business administration, engineering, computer science, statistics, transport economics, quality assurance, statistics or any other related field, (i.e. air transport, surface transport, etc)
Experience
  • At least 5 years of relevant experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management
  • Good understanding of the development challenges of Mozambique
  • Proven analytical, communication and writing skills
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and some transport tracking system experience
  • Working experience in web based ERP financial systems (i.e. SAP, PeopleSoft, Oracle, etc) would be an added value
Skills
  • Good negotiation skills and ability to communicate effectively by radio
  • Good knowledge of specific software (SAP, Logistics Management System)
  • Additional training and professional experience in the field of work would be an advantage
  • Excellent drafting ability in both English and Portuguese
Language
  • Full command of English and Portuguese is required
Critical Success Factors
  • Ability to compile, maintain and analyze data, prepare reports and draw initial conclusions in support of work conducted by another officer
  • Knowledge of commodity management practices
  • Ability to work in a team, and maintain effective work relationships with logistics counterparts and staff within the regional/country office
  • Flexibility in accepting work assignments outside normal desk description
  • Ability to deal patiently and tactfully with people of different national and cultural background
