Description
  • Project: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
  • The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, Maternal & Child Health, and Nutrition as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
  • The Logistics Systems Strengthening Advisor will be responsible for the reinforcement of CMAM systems and supply chain staff capacity, to improve business practices and prepare for external audits (GF OIG, Tribunal Administrative) by developing, implementing, and institutionalizing systematic measures and processes to maintain the relevant records available, improving business practices and control
  • Supervision: The Records Management Advisor will report directly to the Information Systems and M&E Director
Duties
  • Provide technical assistance to CMAM to implement and institutionalize systematic measures (such as reviews, checks and balances, methods and procedures) to:
  • Conduct its activities and business in an orderly by the most efficient manner
  • Safeguard its resources (CMAM and Central Warehouses)
  • Deter and detect errors, discrepancies, or other potential issues
  • Ensure accuracy and completeness of its relevant records and data
  • Produce reliable and timely financial and management information
  • Ensure adherence to its policies and plans
  • Increase CMAM efficiency of donor reporting processes and meet donor requirements by strengthen data quality, availability and transparency and by having accountable the information created by the operations within organization that includes distribution orders, issue vouchers, proof of deliveries, purchase orders, and transactions in inventory in the central warehouses
  • Increase the CMAM’s institutional capacity, to prepare and present reports and financial documents to insure for the various audiences including the internal and external audits
  • Developed and maintain a data and file repository (hard and soft copies) for CMAM internal management and auditors.
  • Support the risk analysis by assessing periodically the inner strengths and weaknesses that the institution exhibits.
  • Support the pricing system (IT, procurement and warehousing) to maintain the comparability within the central Warehouses and across the supply chain
  • Support developing the CMAM’s 4th Edition of Medicines and health Commodities Management Manuals and the training materials, guides & guidance; and supervise the deployment of the national training activities, to disseminate the updated norms and SOPs
Requisites
  • Bachelor’s degree in pharmaceutic sciences, business management, audit or related field
  • At least 5 years of experience in medicines and health commodities logistics systems
  • Proven writing, editing and presenting skills are essential
  • External and or internal auditing experience is preferred
  • Experience working on a USAID or donor-funded project preferred
  • Fluency in Portuguese and English is required
  • Substantial expertise’s in MS Word and PowerPoint are indispensable
