M&E Research Manager

FHI360 is recruiting a M&E Research Manager, to be based in Maputo.

Duties

• Plans, directs, and coordinates activities and maintains contact with mSTAR partners on the ground to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters
• Provide routine updates to USAID Mozambique, USAID Washington, and mSTAR Project Management Team on progress of activities, constraints, issues, etc
• Establishes work plans, project teams, and SOPs to meet project goals and ensure compliance with policies
• Provides guidance and training to partners to achieve project goals
• Establishes, serves and maintains partnerships with internal and external stakeholders on project matters. Facilitate dialogue amongst mSTAR activity implementing partners
• Meet with staff of other projects under USAID’s DO to understand their approach to achieving results and enhance compatibility and complementarity of data as well as mitigate the risks of double counting
• With guidance from mSTAR core management team, create and implement M&E system for the project that is user friendly and cost efficient
• Develop procedures that integrate M&E efforts into regular management and technical activities, and communicate those procedures with all relevant staff and partners
• Coordinate the implementation of a Mobile Usage Survey and data collection in 4 districts
• Along with the finance and admin team, oversee the procurement of local service providers as necessary
• Provide oversight and monitoring of local data collection teams
• Accompany a mobile solutions specialist and other consultants to meetings during their production of an assessment and action plan
• Assist mSTAR partners in coordinating Roundtable events, Advisory Committee Meetings, and other events and workshops as necessary
• Contribute to progress reports for the funder and other program deliverables as required

Requisites

• Experience successfully implementing USAID-funded cooperative agreements for a minimum of two years, required
• Experience designing and managing research activities, and overseeing data collection efforts in the field
• Experience managing monitoring and evaluation for USAID programs preferred
• Excellent oral and written communication skills in English and Portuguese
• Experience and/or interest in mobile solutions for social impact
• Demonstrated project and personnel management skills
• Ability to influence, motivate, and collaborate with others
• Ability to adapt and resolve problems/issues to bring to completion
• Energetic and collaborative team player
• Must be comfortable working in a fast paced and sometimes intense working environment
• Two years of experience in implementing USAID projects
• Articulate, professional and able to communicate in a clear, positive manner with clients and staff
• BA in development, economics, or other relevant field
• Must be able to read, write and speak fluent English
• Experience in research design and implementation in the field
• Prior experience managing economic development activities preferred
• Mozambican national
• Demonstrated interest in mobile solutions and/or financial services, preferred
