Monitoring and Evaluation Analyst, NOB (m/f)

UNFPA is recruiting a Monitoring and Evaluation Analyst, NOB (m/f), to be based in Nampula, Mozambique.
Duties
  • The Monitoring and Evaluation Analyst is responsible for:
  • Leading and coordinating UNFPA Nampula office efforts in establishing results-oriented M&E system for the UNFPA´s programmes/projects
  • Contribute to the development of work plans and related budget/project proposals, budget analysis, expenditure reports, travel and procurement plans in line with the results-based management and M&E approaches
  • Develop and implement the M&E Plan for Nampula programmes/projects, in line with the Country Programme and donor-funded project requirements for monitoring and reporting
  • Design and develop results-oriented monitoring and evaluation system in Nampula: take the lead in designing and establishing a results-based information management system for the Rapariga Biz project, ensuring the completeness and validity/reliability of data collected through the system and the use of data for planning, monitoring, evaluation and reporting purposes
  • Guide Implementing Partner M&E Officers in the process and support their capacity development in M&E, ensuring correct data collection that will feed the monitoring system
  • Monitor the implementation of agreed work plans, conduct periodic field visits to project sites to assess progress and its quality, review and make appropriate recommendations with respect to project-related and overall programme performance and the use of funds. Support mission follow up actions by preparing synthesis reports of findings and monitoring the implementation of the recommendations from the monitoring missions
  • Contribute to the design and conduct of high quality evaluations in line with the methodology for conducting country programme or project evaluations
  • Support analyses of monitoring data for assessment, briefing packages and evaluations as requested Provide support to Programme Officers and technical personnel to ensure that they perform their results-based M&E tasks i.e. data collection and reporting on output indicators and results-based field monitoring to assess the quality of outputs and outcomes. Coordinate and provide technical support in preparing quarterly, annual and donor reports; conduct ongoing analysis and consolidation of programme results in Nampula
  • Draft programme-related documents such as internal and external communications & documents including briefing notes, correspondence, replies to questions relating to programme planning and implementation and M&E issues. Implement data visualization strategies that enhance the communication of program data according to the varying needs of targeted stakeholders in Nampula, including project coordination committees Contribute to the development of the M&E frameworks of new programs/projects and monitoring tools
  • Create and document lessons learned, best practices and replicable strategies and approaches and actively share and apply knowledge
Strengthening Monitoring and Evaluation capacity of Implementing Partners
  • Provide support to Implementing Partners in strengthening their results-based programme management capacity, ensure good quality periodic reports submitted by Implementing Partners, and guide with target settings for annual workplans in line with UNFPA Strategic Plan, Country Programme and Project Documents approved by donors
  • Support provincial and district partners’ capacity to analyse and utilize M&E data for evidence-based decision making and programming
  • Coordinate with partners to ensure that monitoring systems are properly designed, that data collection and analysis from field visits are coordinated and standardized across programme to feed into programme performance monitoring through the results-based information management system
  • Disseminate evaluation findings and recommendations to the intended audiences in user-friendly methods. Ensure that participatory feedback is provided to IPs, stakeholders and community (social movements)
  • Provide oversight to the implementation of project/programme recommendations arising from annual NEX Audit and all project/programme evaluations; develop and implement capacity building plans for IPs in the context of HACT, with due regard to micro-evaluation findings; with a focus on results-based monitoring and evaluation
Strengthening partnerships
  • Participate actively in the UN coordination structures in Nampula and lead joint monitoring and evaluation activities of UN agencies jointly implementing Rapariga Biz and Spotlight Initiative projects
  • Maintain solid and cooperative working relationships with the Government, UN partner agencies and other stakeholders, and participate in coordination platforms and technical working groups in Nampula
  • Other: When appropriate, undertake other job-related duties assigned by the supervisor, Programme Coordinator, Programme Leads and senior managers
Requisites
  • Master’s degree in Public Health, Demography, Statistics, Gender, Social Development, Business Administration or other related Social Science discipline
  • Two years’ professional experience in the field of development and population, gender and/or sexual and reproductive health programmes/projects
  • Proven experience in design, monitoring and evaluation of development projects
  • Social science research experience is an asset
  • Proficient in using office software packages and web-based information management systems
  • Excellent oral and written communications and editing skills in English and Portuguese required
