CODE is recruiting a Monitoring and Evaluation Consultant, to be based in Maputo – with frequent travels, Mozambique.
Description
  • The Better Education through Teacher Training and Empowerment for Results (BETTER) project aims to reinforce the use of student-centered methodologies and promote gender equality in the targeted teacher training institutions (IFP) and primary schools, strengthen teachers’ skills to teach language and literacy, improve supervision and coaching for aspiring teachers during practicum, strengthen school management in placement schools, and improve the quality and quantity of materials to support language and literacy instruction. The project is being implemented in four IFPs in Cabo Delgado, Tete, Niassa and Maputo provinces, and it’s a partnership between CODE and a local Mozambican organization
Duties
  • The Purpose of the Consultancy:
  • CODE wishes to engage a Monitoring and Evaluation Consultant to provide project-based M&E services in Mozambique, to support BETTER project team in Mozambique and Ottawa, to:
  • Provide quality control for the collection, analysis, and reporting of program results and outputs
  • Work with local partners to submit program reports on a quarterly (and as required) basis
  • Monitor and evaluate progress towards meeting project and annual work plan objectives and expected outputs and outcomes
  • Support the preparation of outcome narrative reports (quarterly, semi-annual, or annual) for GAC and other donors
  • Lead assessment and research activities, as required, at the community level to gather information and analysis on progress including on gender
  • Contribute to the updates and development of results-based tools that comply with CODE’s policies in collaboration with volunteers, consultants, local partners, and stakeholders
  • Work with BETTER’s local partner and participate and facilitate meetings with government and other counterparts to assess progress and to recommend required action/interventions to achieve results
  • Develop and support an Outcome Harvesting process to contribute to the annual and final reports for BETTER
  • Develop a plan and ToR for the final external evaluation of BETTER and provide oversight to the process and the final deliverables
Requisites
  • Master’s degree in social sciences, demography, development studies, or a related field
  • Minimum 10 years of experience in implementing and managing monitoring, research, and evaluation activities for improved development outcomes, with emphasis in areas of education and community development
  • Experience playing a management role on complex mixed-methods research/evaluation efforts, including scoping, designing, data collection, analysis, and reporting to implement evaluations and other assessments. This includes managing longitudinal data (baseline/end line)
  • Experience supporting design or implementation of complex monitoring systems required. This includes designing indicators and data collection tools, conducting data collection, and analyzing/reporting on monitoring data
  • Expertise in sampling methodologies, data collection tool design, qualitative data coding and analysis, and statistical analysis and software
  • Experience in using education outcomes (Early Grade Reading Assessment – EGRA) is preferred
  • Computer literacy and competency in use of Microsoft Office software (Outlook, Word, Excel and PowerPoint)
  • Use of quantitative and qualitative software analysis programs
  • Experience drafting and finalizing evaluation reports and disseminating findings
  • Experience managing complex relationships with a variety of stakeholders, including with government officials at different levels
  • Strong communication skills is required
  • Experience implementing Learning activities is preferred
